Why does the job exist?
The general purpose of this position is to supervise the initiation, management, and tracking of formal enforcement activities for public water systems that are not in compliance with the Safe
Drinking Water Act (SDWA) and the New Mexico Drinking Water Regulations. Through this work, the position supports the NMED’s mission to protect public health
and the environment by ensuring that drinking water systems achieve and maintain compliance with regulatory standards.
This position serves as the Water Protection Compliance and Enforcement Bureau’s enforcement program supervisor for public water systems to ensure program objectives are achieved effectively
and consistently, oversees two enforcement coordinators, provides customer service to regulated entities, and fulfills NMED employee requirements.
How does it get done?
– Supervise the Enforcement Program for public water systems that are not in compliance with the SDWA and New Mexico Drinking Water Regulations
– Oversee the initiation, management, and resolution of formal enforcement actions, including Administrative Orders (AOs), Bilateral Consent Agreements (BCAs), and other enforcement mechanisms
– Coordinate enforcement activities with Environmental Protection Agency (EPA) Regions 6 and 9, and collaborate with section supervisors, bureau management, and the Office of General Counsel to develop effective enforcement strategies
– Participate in settlement meetings, hearings, and related proceedings, representing the program and ensuring enforcement actions align with state and federal requirements
– Apply analytical and critical-thinking skills to evaluate compliance data, determine appropriate enforcement pathways, and ensure actions meet policy and oversight expectations
– Utilize data management and reporting tools such as Safe Drinking Water Information System (SDWIS), SharePoint, and internal tracking systems to monitor case progress and program performance metrics
– Supervise and support two employees, providing guidance, workload oversight, and performance evaluations to ensure timely and consistent enforcement actions in support of NMED’s mission to protect public health and the environment

Ideal Candidate
The ideal candidate will have experience in the following:
– Extensive knowledge of the SDWA, New Mexico Drinking Water Regulations, and related compliance and enforcement processes
– Strong technical expertise in public water system treatment, operations, and data interpretation, including experience with regulatory monitoring, reporting, and performance evaluation
– Demonstrated regulatory enforcement experience, including drafting and managing AOs, BCAs, or similar formal actions
– Proven leadership and supervisory skills, with experience directing staff, managing workloads, and fostering professional growth
– Excellent communication and coordination abilities to effectively collaborate with internal management, EPA Regions 6 and 9, local government entities, and legal counsel
– Proficiency with data management and reporting systems such as SDWIS, SharePoint, and Smartsheet, with strong analytical skills to evaluate compliance data and program performance metrics
Minimum Qualification
Bachelor’s Degree in Physical, Natural, or Environmental Science, Soil Science, Engineering, or Chemistry and five (5) years of work experience in public/environmental health, environmental science, animal science, natural science, biological science, physical science, air quality management, engineering, chemistry, geology, hazardous waste management, wildlife management, and/or water resources. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling nine (9) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid New Mexico Driver’s License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment.
Working Conditions
Work is performed primarily in an office setting with extensive use of computers, phones, and Visual/Video Display Terminals (VDTs). Responding to acute public health threats or emergency situations may occasionally require work during evenings, weekends, or holidays. The position requires operation of state vehicles, including four-wheel drive vehicles, under a variety of conditions such as unpaved or rural roads, inclement weather, and mountainous terrain. The employee must be able to safely load, transport, and occasionally tow small trailers or water sampling equipment. Field work may involve outdoor exposure to variable weather conditions and temperatures. The position may require walking on uneven terrain, bending, reaching, climbing ladders, and performing limited lifting and carrying of equipment and water samples weighing up to 75 pounds. Basic operation of water sampling and field testing equipment (e.g., turbidity meters, chlorine analyzers, or other basic water chemistry devices) is required.
