- OBJECTIVE AND EXPECTED RESULTS
- Overview
- Funded by the UNOCHA the WASH initiative, this project aims to enhance sustainable access to water in the north BEKAA region of Lebanon (Hermel).
- Objective
The objective of this project is to supply and install distribution lines from the existing water tanks to nearby plots, households, and shelters. These works aim to enhance access to safe water, and promote environmentally sustainable infrastructure.
The intended bidder will be expected to provide:
- All necessary machinery, materials, and skilled personnel required for the completion of the water network
- On-site engineers, foremen and operators to manage and execute works in coordination with WVL engineers and the available study.
- A detailed work plan and timeline.
- Proof of availability of key machinery.
- Proof of availability of key personnel for all the scopes.
- Compliance with all technical requirements as outlined in the BOQ and scope of work.

- Scope of Work
This tender includes one (1) LOT. Interested bidders must submit a complete offer covering all listed items.
- The contractor is expected to inspect the project sites prior to work commencement to assess the specific requirements. The date of the site visit will be communicated by WVL.
- Coordination with consultant. Availability for meetings with stakeholders (consultant, municipality, donor, …).
- Ensure coordination with the consultant and maintain availability for meetings with relevant stakeholders, including the consultant, municipality, and donor.
- Strict adherence to approved designs is required. Shop drawings shall be submitted for approval when applicable.
- The contractor shall implement water distribution networks from the tanks to the lands, including the supply and installation of pipes, valves, and necessary fittings, as per the approved design.
- All solar, mechanical, and hydraulic installations must be fully tested, commissioned, and approved prior to handover.
- The contractor shall conduct basic training sessions for WVL staff and designated local operators on the operation and maintenance of the installed systems.
- The contractor shall provide a warranty on all items of the delivered system for a minimum period of 12 months after the final handover, and shall rectify any defects or malfunctions during this period at no additional cost.
- The contractor shall ensure the health and safety of their personnel and approved site visitors throughout the duration of the works.
- The execution period shall not exceed 60 calendar days from the official contract signature date.
- The contractor must demonstrate the capacity to execute works simultaneously across different components of the project.
- The contractor is responsible for securing and protecting all equipment and materials on-site during implementation, in addition to all necessary approvals and permits.
- The contractor is expected to provide unit prices for all the BOQ items as per the provided description and scope of work for each. The prices shall not be quantity dependent. WVL reserves the right to increase or decrease quantities at the agreed unit rates.
- The contractor must adhere to all technical instructions issued by the WVL engineer regarding quality, timelines, and overall implementation.
- The contractor shall provide all necessary accessories and tools required to complete BoQ items
- All debris and surplus excavated material shall be removed and transported to a designated and approved dumping site by the local authorities and in coordination with WVL.
- Insurance provided by WVL does not cover the contractor’s personnel. The contractor must provide proof of a valid workers’ compensation insurance policy covering all project staff.
- Upon contract signature, the contractor must submit legal identification documents for all assigned personnel.
- Note: The contractor shall acknowledge that payments will be made based on actual executed and approved works. Due to possible underspending in some budget lines, the full contract value may not be disbursed.
- The contractor shall implement the water supply network as follows:
Excavation works for pipe trenches, Supply and installation of HDPE pipes, Placement of fine aggregate bedding and covering (above and below the pipe), Placement of base course layer according to specifications, Backfilling using existing soil.
The execution of these works must follow best engineering practices and the technical specifications outlined by WVL.
The scope described for the water supply network includes the main works expected but is not limited to these items. The contractor shall perform all additional related works necessary to ensure full functionality, durability, and compliance with the approved design and technical specifications.
- Personnel and equipment on site:
The contractor must abide by the work schedule submitted in the technical offer and approved by the Project Engineer. In addition, the following minimum staffing requirements must be met:
- 2 Site Engineers with experience in solar, electrical, civil, and hydraulic works (Mandatory – CV to be submitted with the offer)
- 1 Foreman per active site (Mandatory – CV to be submitted with the offer)
- 1 Skilled labor per operational site per activity, (excavation, pipe laying, concrete works, machinery operation, or panel installation, etc).
- 1 Surveyor available regularly to ensure accurate levels, alignment, and site layout for solar structures, tanks, and pipelines
- Qualified Plumber or Technician for water connection and piping works
- 1 Foreman per active site (Mandatory – CV to be submitted with the offer)
The contractor may be requested to increase the number of personnel and equipment during implementation, based on work progress and site conditions.

- A MANDATORY site visit for the location will take on the 25th of November in Hermel at 12:00 pm.

- Offer to be submitted maximum by 9th of December 2025 at 14:00 pm.
- Multiple suppliers might be selected for the execution of the works of this tender depending on their capacity and the presented documents.
- Bidders must be able to commit to finalize the works by the end of February 2026.

- Period of implementation:
Expected start date: Dec 15, 2025.
End date: February 26, 2026.
- The chosen supplier may be required to work during weekends or holidays within the implementation period. The contractor must ensure that the same level of services is provided as on regular working days to maintain the quality of work.
Exact start date will be specified in the agreement.
- SITE VISIT
Bidders will be notified when a scheduled site visit is set with WVL team.
Site visit is MANDATORY.
Bidders who do not attend the site visit with WVL team and sign the attendance sheet will be disqualified.
- PAYMENT TERMS WILL BE UPDATED BEFORE LAUCNING THE REQUEST BY PROCUREMENT
- All invoices and other necessary documents shall be sent to the attention of the Project Manager.
- Payments will be made according to a payment schedule to be agreed upon in the contract, provided that WVL has received an appropriate original invoice of executed works from the Contractor, along with an Act of Acceptance and a technical report signed by WV Engineer and Project manager stating that the Contractor has fulfilled his duties, in alignment with the specifications and the quality of the agreed upon deliverables.
- Payments will be made in full within a period of one month upon submission of all requested documents, through a transfer made to the company’s local bank account.For this specific project, it will be possible to transfer fresh money, provided that the transfer be made to a local fresh money bank account in the name of the company. In this case the Contractor will have to bear the additional bank charges.
4.4 Advance Payment:
No advance payment shall be made under this contract. All payments will be processed based on actual executed and approved works, in accordance with the agreed payment schedule
4.5 Retention:
A retention amount of 10% of each payment shall be withheld by WVL as a performance guarantee. This amount will be released after the completion of the defect liability period (6 months from final handover), provided that all works have been delivered in compliance with the contract, and no outstanding defects remain.
- MONITORING AND EVALUATION
The Contractor’s work will be measured in line with the following standard indicators:
- Time: Adhering to the agreed-upon schedule/work plan.
- Quality: Adhering to specifications (material and execution)
- Detailed Schedule of the planned activities shall be submitted showing the expected implementation details and milestones
- Mitigation measures shall be mentioned to mitigate any delay in implementation during the mentioned period above
- A daily report should be submitted on a daily basis showing daily progress against agreed upon schedule of work. Delays, if any, should be highlighted, along with reasons and mitigation measures.

Please note:
- Companies missing contact information in the Letter of Interest will not be considered for the Tender Participation.
- Any submission of a Letter of Interest after the deadline will be rejected, and companies will not be invited to Tender.
Tender Documents will be sent out electronically through WV procurement system (Provision) to interested companies/consultants by November 18. 2025, since the deadline of offers submission via online system is 09 December 2025 8:00 pm Tender documents will include TOR and submission instructions. All applications should be received online through the system; no hard copies or email submission will be accepted.
