Description of WorkThe Environmental Specialist II is responsible for the management and coordination of surface water reclassifications. This includes reviewing requests for reclassifications, reviewing water quality data, conducting site visits, coordinating stakeholder meetings, and managing and guiding the reclassifications through the rulemaking proceedings. This position will also lead the implementation of North Carolina’s Nutrient Criteria Development Plan (NCDP) and assist in the development of recommendations for nutrient criteria and/or site-specific standards. This position will be responsible for guiding the nutrient criteria and/or site-specific standards through the rulemaking proceedings.
Key Responsibilities:
Receive and review reclassification requests to determine whether they meet the criteria for the requested waterbody classification.
Gather, analyze, interpret, and report on water quality data (e.g., biological, chemical, and physical parameters).
Coordinate and support the Science Advisory Council to develop recommendations for nutrient criteria and/or site-specific standards.
Coordinate and support the Criteria Implementation Committee whose duty is to advise DWR on the potential social, economic, and environmental impacts of nutrient criteria and/or site-specific standards.
Assist with inquiries and provide information to local, state, and federal agencies, consultants, environmental organizations, regulated entities, and/or members of the public regarding surface water classifications, nutrient criteria, or related information.

Recruitment Range: $50,633.00 – $64,004.00

The Division of Water Resources (DWR) is responsible for protecting North Carolina’s drinking, surface and ground water for all waterbodies including lakes, streams, rivers, wetlands, and aquifers. This environmental stewardship is accomplished through actions including issuing permits, investigations, regulatory compliance and enforcement, monitoring and field assessments, certifications, laboratory analysis and testing, planning, water quality standards management, educational outreach, and other efforts. Minimum Education and Experience
