DUTIES AND RESPONSIBILITIES:

This is a Project Officer, professional position designed to coordinate various aspects of projects and/or activities in the fulfillment of the mission of the Department of Sustainable Development, Executive Secretariat for Integral Development.  The position will report to the Director of the Department of Sustainable Development. This position primarily supports the Americas Water Program within the Department and is assigned all or part of the following responsibilities. NOTE: these responsibilities and expected results are standardized, and are not necessarily performed by all staff members sharing this job title:

  • Research, compile and synthesize information in support of the project development, especially on the topic of Integrated Water Resources Management (IWRM).  Strengthening of relations with member states, key institutions and organizations, and dialogue promotion, including but not limited to: coordinating or overseeing the organization of meetings, conferences, presentations, events and seminars; Support on the development of joint activities at the local and regional levels on transboundary water cooperation, and networking activities.
  • Analyze related trends and events affecting the conditions of water resources management in the hemisphere, recommending actions, drafting talking points and speeches, and participating in the elaboration and reviewing of reports and publications on IWRM.  Dissemination of knowledge sharing materials among scholars, practitioners, partners and other interested parties.
  • Support the preparation of proposals for, and participate in the execution of projects, activities and initiatives for the Department of Sustainable Development / Integrated Water Resources Management Section. These activities are expected to include fact-finding, needs assessments, and advisory services to member states and regions.  
  • Monitor the execution and financial accounts of water management section projects and specific activities, processing and following up on administrative and financial actions in liaison with appropriate staff members, including but not limited to hiring consultants, purchasing equipment and supplies, travel, etc.
  • Support and participate in various department-specific initiatives and dialogue promotion as related to the transboundary water cooperation, shared ecosystems and water diplomacy topics.  This may include drafting, reviewing and editing documents for consistency and language, preparing correspondence, reports, cooperation agreements, proposals and joint proposals, budgets, financial reports, work plans, and documents and other publications.
  • Manage, update and validate databases containing information on water management, including all aspects of project-specific activities, producing reports and summaries on a regular or ad hoc basis and preparing analysis on regional and sub-regional issues. 
  • Provide support in the planning, fundraising, implementation and evaluation of missions, programs, projects and activities at the Headquarters and in the field, including participating in training seminars and other programs.  
  • Perform other related duties as assigned by the supervisor, including replacing and backstopping for others. 

QUALIFICATIONS:

EDUCATION & EXPERIENCE:  

Essential: First University Degree (Bachelor) in Political Science, Law, International Relations, Business Administration, Economics issued by a duly accredited institution and 4 years of relevant experience at the national or international level OR Master issued by a duly accredited institution and 2 years of relevant experience.

Desirable:  Experience or knowledge of the OAS mandate and priorities as related to the area of work and/or the dynamics of the Inter-American agenda and system. 

COMPUTER SKILLS: Ability to effectively work using Microsoft Office (e.g. Outlook, Word, and Excel), and other software applicable to the area of work.

LANGUAGES: 
Essential – Proficient in at least two of the official languages of the OAS (read, write and communicate). 
Desirable – Working knowledge of other two OAS official languages

PERSONAL COMPETENCIES: Client Orientation, Knowledge Sharing, Teamwork, Interpersonal Skills. Ability to clearly communicate in the languages required for the post.

Professional Category: Remuneration = Basic Salary + Post Adjustment

– Pension and Savings Plans: In addition to salary, OAS contributes 14% of pensionable remuneration to a Retirement and Pension Plan. Staff contribute 7%.
