Habitat for Humanity Kenya (HFHK) is among the 70 country affiliates of HFH International. In Kenya, we were registered in 1982 as Non-Governmental Organization, with the goal of enabling low-income families access decent and affordable shelter. In the last 40 years, HFHK has supported more than 500,000 families across 9 counties in Kenya through housing micro-finance and direct construction. Our Business Plan (2020-2025) has outlined four Programmatic Areas namely: Financing for owner-led construction; Settlement-Based Practice; Secure Land Tenure; Disaster Risk Reduction & Response (DR3). We are currently operating in Laikipia, Homabay, Kisumu, Tana River and Machakos.

HFHK has had a longstanding presence in Laikipia since 2015 and the collaborative efforts with the county government to address the community’s needs. The existence of a working MOU that outlines key strategic approaches and rules of engagement reflects a commitment to transparent and effective partnerships. Joint planning demonstrates a thoughtful and impactful approach. This collaborative model is crucial for the success of community development projects.

HFHK works with the Laikipia county government to provide technical assistance in various project activities, including the introduction of micro-irrigation systems, the establishment of cooperatives and the management of water resources. The County’s extension officers provide technical assistance in applying climate-smart agriculture technologies. The County public health officers are involved in implementing WASH activities together with Community Health Promoters (CHPs). The County Water, Sanitation and Hygiene (WASH) department also works alongside and supports village water management committees to ensure a stable water supply.

Key capacity gaps among county and sub-county staff include limited technical capacity and skills to coordinate and monitor projects. As the infrastructure created will be taken over by the county and municipalities at the end of the project, these capacities ought to be strengthened, hence the necessity for this institutional capacity strengthening initiative. The project has been invested in capacity building initiatives to strengthen community structures (Water management committees) but more needs to be done to sustain the gains made in the last two years.

The project recognizes the inherent capacities and skills of the community, which have been harnessed and used in project implementation. Local artisans were engaged to construct latrines and recycle organic waste into briquettes. Existing Community Health Promoters and social mobilization workers have knowledge in health education and play an important role in promoting hygiene and sanitation practices.

HFHK works in collaboration with other development actors in Laikipia County. It is currently a member of the Laikipia County WASH and Climate Change Technical Working Group, a forum that brings together key actors to coordinate, share information and learn from each other. Other actors implementing similar activities and belonging to this forum include, SNV (Stichting Nederlandse Vrijwilligers/Netherlands Development Organization); The Indigenous Movement for Peace Advancement and Conflict Transformation (IMPACT), Hand in Hand East Africa, Pioneer Child Development Fund, Laikipia Wildlife Forum (LWF), Kenya Wildlife Service (KWS) and National Drought Management Agency (NDMA) among others. To increase impact, HFHK collaborates with other actors to create opportunities for learning and sharing of best practices. HFHK also works closely with the World Bank-funded Kenya Climate-Smart Agriculture Project, that is being implemented in parts of Laikipia

It’s against this background that HFHK has planned for two training workshops to be conducted for County government WASH officers and Solio Water users Association. The training aims to enhance the capacity of Laikipia County government and Solio Water Executive Committee in sustainable water resources management and WASH.

The purpose of this training is to equip selected County government staff and Solio Water User Associations with knowledge, skills, approaches, and tools for improved water management and advocacy. The following key topics will be covered in the training workshop.

  • Water infrastructure design and construction work(Boreholes, water pans, elevated steel tanks, water reticulation pipelines, Sand dams, water kiosks etc )
  • Operation & maintenance of water supply infrastructure.
  • Water treatment: Drinking water treatment, waste-water treatment & recycling
  • Water resources management and government: water supply management, water catchment protection, water resources planning, Rural water management & water management for public institutions, policy and legislation
  • Other related services: Water storage tanks, water utility management.
  • Advocacy strategies/tools for improved water management- Challenge & opportunities

Through these capacity strengthening workshops, HFHK seeks to enhance effectiveness of initiatives that will contribute to positive change in the management of water resources, promote accountability and advocate for increased county government investment in WASH related services in the rural areas.

Methodology-Workshop

HFHK is seeking to hire a Facilitator/Trainer to lead two workshops for county government officers and Solio Water Users Association on institutional capacity building and advocacy for improved water management and advocacy at County level

Scope of work (tasks, outputs, and timeframe)

Facilitate training sessions covering topics highlighted in the TOR – 2 Days ( 2nd & 03rd December 2025)

Compile a comprehensive training report – 1 day

Deliverables

  • A Work Plan/ Training schedule with topics to be covered per session.
  • A comprehensive training report – must be in English, concisely addressing the topics covered and recommendations.Qualification and Experience

HFHK seeks a facilitator/trainer with the following skills and qualifications:

  • Minimum of a masters’ degree from a recognized university in Water or Civil Engineering, Environmental Science/Natural Resources Management and /or Project Management
  • A minimum of 10 years’ experience in water resource management or WASH in rural community context (Preferably in the Arid and Semi-Arid Lands (ASAL) areas)
  • A good grasp of the Solio context and county government stakeholders.
  • Must have good knowledge and understanding of WASH and water resources management in rural community context.
  • Proof of prior experience in facilitating workshops of similar nature.
