Objective and Purpose of the Assignment

The Water District Development Sector Project (WDDSP, the “Project”) enables water districts to expand
and rehabilitate water supply systems and build pilot sanitation facilities. The project is financed
under a US$45.41 million loan (Loan 3389) from ADB’s ordinary capital resources. The executing agency
for the project is the Local Water Utilities Administration (LWUA), while the Water Districts are the
implementing agencies.

The project covers 11 water districts located across the Philippines: (i) Plaridel Water District
(PLAWD), (ii) Santa Maria Water District (SMWD), (iii) Norzagaray Water District (NORWD), (iv) Metro
Tuguegarao Water District (MTWD), (v) Bayawan Water District (BAWAD), (vi) Tanjay Water District (TWD),
(vii) Valencia City Water District (VCWD), (viii) Manolo Fortich Water District (MFWD), (ix) Metro
Kidapawan Water District (MKWD), (x) Metro Cotabato Water District (MCWD), and (xi) Polomolok Water
District (POLWD). The investments under the water supply component include (i) construction/upgrading of
treated water production facilities including deep wells; (ii) expansion of transmission and
distribution networks; (iii) construction of storage facilities; (iv) a non-revenue water reduction
program; and (v) other related facilities. The sanitation component includes (i) construction of a
septage treatment plant and procurement of a vacuum truck; and (ii) rehabilitation and expansion of
sewer networks.

Scope of Work

The Consultant will provide management advisory and related services for the implementation of the
Project to ensure the project’s quality and timely completion. The Consultant will closely coordinate
with the other project consultants and LWUA officials appointed to support the project implementation.

The Consultant will assist LWUA and the water districts to ensure quality and timely project
implementation. The services to be provided by the Consultant shall include support to (i) financial
management, procurement and contract management; (ii) gender, social development, and environment and
social safeguards monitoring; (iii) progress monitoring and reporting; and (iv) construction
supervision.

The Consultant will be based in LWUA, Manila. The Consultant shall ensure that sufficient management and
inspection resources are present on the site of the civil works at all times during working hours. If
personnel are required to be offsite for any reason, the Consultant shall provide the related rationale
to the Client, for approval.

The Consultant shall coordinate closely with the Project Management Unit in all aspects of its
operations, sharing information and providing responses to any reasonable requests for assistance and
support.

The Consultant shall discharge the duties detailed in the Contract with reasonable skill, care and
diligence, as would be expected from a consultant experienced in the provision of such services on a
project of similar complexity, nature and size. The Consultant shall comply with all national laws,
regulations, standards, codes of practice etc. applicable to the Contract. The Consultant shall support
the Client in adhering to all requirements of the loan agreement between ADB and the Government of the
Philippines.

In undertaking its duties, it is expected that the Consultant will act proactively in administering the
civil works contract, ensuring that the contractor and the employer receive the necessary warnings and
reminders of their duties under the contract in order to permit it smooth and timely implementation.
When the Consultant is required to react in response to a request from the contractor or the employer
under the civil works contract, the Consultant shall do so efficiently and effectively to minimize the
impact on contract execution, noting also the terms of the grant agreement between ADB and the Client,
including but not limited to the requirement for ADB to provide prior no-objection to variations.

Detailed Tasks and/or Expected Output

The Consultant will:

  1. Provide overall guidance, direction, supervision, and coordination with PHI WDDSP consultants, LWUA,
    and water districts.
  2. Establish strong partnership with Project stakeholders and confirm their commitments to Project
    Implementation.
  3. Prepare detailed time bound implementation schedules and work and financial plans based on the agreed
    scope of work and approved TOR.
  4. Monitor progress of implementation. By the water districts and assist the Client to make proactive
    and timely interventions to avoid delay and other road blocks.
  5. Prepare and ensure timely submission of regular progress reports to LWUA and ADB and initiate actions
    in the event of any adverse variances against target indicators.
  6. Assist LWUA to update the progress against targets and indicators in the project design and
    monitoring framework.
  7. Help ensure compliance of Project Implementation with relevant ADB policies and guidelines.
  8. Responsible for the finalization of all reports.

Minimum Qualification Requirements

Bachelor’s degree in civil engineering or related field. The assignment requires at least (i) 15 years
of relevant professional experience in water supply and related fields; (ii) 7 years of experience in
project management and construction supervision; and (iii) 3 years of experience in leading and managing
multi-disciplinary consultant teams for projects funded by ADB, World Bank or other international
financial institutions, with recognized leadership, managerial, coordination and communication skills.
Experience with LWUA and/or the water districts is an advantage.
