This position is located in the Water Resources Allocation Program, Statewide Bureau, in Santa Fe, but will work in both Santa Fe and Albuquerque, NM.

Why does the job exist?
This position exists to provide overall management and direct supervision of staff who perform water rights Administration statewide, training, statewide reporting, GIS training, support to the water rights offices for Deep Well Permits and Underground Storage Recovery and well driller program administration. The incumbent will also be responsible for research and revision of New Mexico Rules and Regulations. As a front-line supervisory position, the position assures consistency and technical adequacy of staff’s work as well as more time for direct supervision and mentoring.
How does it get done?
1. Provide overall supervision and management of the Statewide Programs technical staff and projects. Incumbent will provide ongoing training, mentoring, coaching, direction, assignment of work projects, and constant evaluation of workflow, workload, and level of effort required. Major subtasks include:
2. Oversee various technical projects including scientific and engineering assignments staff may be working on as well as other projects.
3. Conduct performance evaluations of subordinate staff, conduct interviews and make recommendations concerning hiring and discipline.
4. Ensure adequacy of staff work product with respect to fiscal (e.g., budget, revenue, contracting, procurement), legal, and technical aspects. This includes identifying and analyzing problems and make appropriate recommendations.
5. Support the WRAP Director on a variety of Statewide projects as they relate to Water Rights. The position will also function as the agency lead on developing, writing and revising Office of the State Engineer rules and regulations, guidelines and policies as they pertain to water rights and water administration and/or water allocation within the State of New Mexico.
6. Provide GPS and GIS training and coordinate activities with the 7 district offices. Responsible for the oversight and approval of the agency Aquifer Storage and Recovery Projects statewide and provides training to other staff members, performs other duties as needed and assists the public with water rights administration questions and inquires.
7. Provide statewide staff with professional support to inspect wells and well construction, training staff on the use of downhole camera equipment and analyzing recording with the documents provided upon well completion.
8. Assist statewide staff with writing disciplinary letters on improper construction, up to and including Compliance Orders and issuance of legal injunctions to stop illegal drilling activities.
9. Legal expert witness to statewide staff providing support and affidavits.
Who are the customers?
New Mexico Office of the State Engineer/Interstate Stream Commission and the State of New Mexico. (Administrating the use and development of the State’s water resources while protecting existing water rights within the State).
Ideal Candidate
1. Experience managing and developing staff.
2. Experience producing thorough, accurate, timely and defensible technical work product under sometimes difficult conditions including limited time and resources to meet strict deadlines.
3. Experience maintaining composure and professionalism in dealing with opposing parties in adversarial settings or proceedings, including litigation.
4. Experience managing multiple projects with changing priorities and schedules, working both individually and in team settings to meet deadlines.
5. Experience ensuring consistency in approaches used for technical evaluations given the varied hydrology of the state, the diverse needs of customers, and requirements of state water law.
6. Experience retaining highly-qualified staff and rewarding superior performance given limited tools and restrictions on salary increases and training.
7. Experience with GPS and GIS
8. Experience with OSE Rules and Regulations promulgation.
Minimum Qualification
Bachelor’s Degree in a related Water Resources discipline (Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Biology, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography Forestry/Forest Science, Conservation Science, Wildlife Science, Emergency Management, or Engineering) and eight (8) years of relevant experience, six (6) years of which must be in a supervisory role. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling twelve (12) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid Driver’s License.
Working Conditions
Work is performed in an office setting with extensive computer and telephone usage to include working with faxes, copiers and printers. Extensive interaction with the public by phone and in person. There are extended periods of sitting and researching large amounts of data. This position also includes working in the field that consist of rough terrain including heat, cold, humidity, and wind to determine water usage or irrigated acreage, and read meters. May have to climb, reach, kneel and crawl to perform field job duties. May also lift up to 20 pounds. Travel is required. This position must also follow all safety protocols in the office and in the field.
