This position serves as the Brownfields Project Manager for the Bureau of Land and Waste Management. Under general supervision will assist in the implementation of SC’s Brownfields/Voluntary Cleanup Program.  Additionally, the employee will assist administration of a program to meet the requirements of the Small Business Liability Relief & Brownfields Revitalization Act. Job Responsibilities:

  • Negotiates contracts with non-responsible parties (NRP) for the assessment and remediation of properties/sites.  
  • Manages or supports the oversight of voluntary cleanup of NRP properties. Administers and oversees site-specific environmental assessments and/or cleanups at Brownfields properties. 
  • Supports the Small Business Liability Relief and Brownfields Revitalization Act (SBLR&BRA) requirements for SC’s Brownfields/VCP. 
  • Assists in the implementation of the VCP in South Carolina to include the review and oversight of work performed by EPA Grantees. 
  • Performs related duties.  

Minimum and Additional Requirements

  • A bachelor’s degree in geology, hydrology, hydrogeology or geological engineering and one (1) year of related experience. 
  • A master’s degree in geology, hydrology, hydrogeology or geological engineering. 

Additional Requirements:

  • Ability to review and analyze technical documents and files regarding the assessment and cleanup of sites.
  • Provide oversight of the assessment and cleanup of sites.
  • Ability to communicate effectively, both verbally and in writing, in a culturally competent manner.
  • Ability to provide excellent customer service.
  • Must have a valid driver’s license, 10-year driving record that complies with State and Agency Fleet guidelines, and the ability to drive a state vehicle

Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.

Preferred Qualifications

  • Experience working with: Microsoft Office applications; CERCLA Statute; environmental sampling methodologies; preparing environmental investigation reports; ePermitting. 
  • Knowledge of the CERCLA and Brownfields Revitalization Acts. 
  • Experience in preparing technical work scopes and providing oversight of technical work conducting environmental assessments. 
  • Hold SC GIT or PG registration.
