Islamabad is the capital city of Pakistan with a population of 2.4 million. Since 1990; the area of the city has increased by 585% caused by an average annual population growth of 4%; making it one of the fastest growing cities of the country. Capital Development Authority (CDA); the entity responsible for providing municipal services in Islamabad; expects the population to grow to 4.4 million by 2050. However; investment in water and sanitation infrastructure has not kept pace with the city’s growing needs. This has resulted in a multitude of problems related to service delivery.To address these problems; CDA intends to implement the following three projects on public private partnership (PPP) basis(‘Project’):1.   1) Rehabilitating and upgrading the existing Sewage Treatment Plant (STP). The scope of the project may extend to developing multiple STPs based on land availability; quantity of sewage; location of discharge points and profile of the existing discharge.2.  2) Reducing non-revenue water and improving water bill collection through installation and operations of volumetric water meters.3.  3) Decreasing the operational cost associated with water pumping by replacing the existing pumps at tubewells and providing electricity through cheaper renewable alternatives subject to land availability.CDA has appointed the International Finance Corporation (IFC); the private sector arm of the World Bank Group; as its Lead Transaction Advisor to prepare and undertake the structuring and tendering of the Project on a Public Private Partnership (PPP) basis.IFC will assist the CDA in structuring and implementing the Project in a manner that achieves its objectives and provides the framework for a fair and transparent selection process for a private developer in line with good international industry practice.  IFC will mobilize a team of specialized consultants including a legal consultant and; a technical and environmental & social consultant for assistance in the preparation of the Project.IFC intends to engage a legal firm (individual firm or a consortium) (the Consultant) with relevant experience. The Consultant will work with IFC; and the other consultants retained for the Project in a coordinated manner. References in this term of reference for the Consultant shall include the consortium firm(s).
