| A. Background Objectives | The African Development Bank (AfDB) is the premier multi-lateral development finance institution fostering economic growth and social progress in Africa. The AfDB’s primary goal is to reduce poverty and improve living standards by mobilizing resources in and outside Africa and providing financial and technical assistance for development projects and programs in Africa. The Bank is organized around several complexes. The Water Development and Sanitation Department (AHWS) is part of the Agriculture, Human and Social Development Complex (AHVP). The AHWS is responsible for the coordination of the Bank’s water development and sanitation-related activities to enhance synergies and contribute to achievement in other water related sector such as Energy, Agriculture, climate etc. In so doing, the Department leads the scaling-up of the Bank’s contribution to Africa’s efforts to attain water security and sanitation for sustainable socio-economic transformation.The Water Security and Sanitation Divisions (AHWS.1, AHWS.2 and AHWS.3) work in tandem with AHWS.0, the front office of the Directorate, and the African Water Facility (AWF) to provide the Bank thought leadership for water development and sanitation in Africa. The AHWS.0 being the office of the director, plays a lead role in supporting all sector units in rolling out their specific work programs with the ultimate objective of supporting RMCs to attain water security through the provision of technical expertise, generation and dissemination of pertinent sector knowledge and fostering strategic partnerships. In line with the mandate of the Department, AHWS.0 provides guidance in the following thematic areas, among others: (i) sector policy and strategic advisory, (ii) integrated & transboundary water resources development and management for water security; (iii) water supply and sanitation for all and, (iv) water sector governance; as well as the cross-cutting areas including gender, climate change, private sector engagement and fragility.More recently, AHWS has secured USD 1 million from the Policy Human Resource and Development Grant (PHRDG) to support the preparation of Strategic Investment Plans (SIPs) for integrated urban flood management and disaster risk reduction in the cities of Nairobi in Kenya, Maputo in Mozambique, and Ouagadougou in Burkina Faso.The AHWS wishes to recruit the services of an individual medium-term consultant to support the coordination of the concerned programme. Moreover, the consultancy aims to support on the Lending and Non lending work program from the office of the Director. The consultant reports functionally to the Director, AHWS. The specific objective of the consultancy is to support the department work programme from the Front office of the Director AHWS, including lending programme development, preparation and portfolio performance management as well as providing support towards various special initiatives, corporate requests and economic and sector works promoted by the department; and support on the specific programmes led by the AHWS.The Consultant will form part of a team of staff and consultants that are actively working on supporting divisions and units from AHWS to delivery on the 2026 Work programme and bring the most needed effectiveness and innovation in the sector. |
| B. Scope of work | Under the overall guidance of the Director – AHWS, and the direct supervision of the Task Manager (if any), The Water and sanitation consultant will be providing programme coordination expertise, undertake quality assurance work, and provide support to the preparation and implementation of both Non lending, Lending assignment as well as specific corporate requests and ad-hoc assignments in support to other sector divisions and special funds (UMDF, FAPA, etc.), other departments and sectors, and external partner institutions. The Consultant will also support in monitoring progress towards achieving the objectives of the High 5 #5 Strategy, the Ten-Year Strategy 2024-2033, the Bank sector-related commitments in the context of the GCI VII and the ADF16. The Consultant may also be required to join Bank missions. The work of the Water and Sanitation consultant will include, but will not be limited to the following:Programme development and Coordination • Identify trust funds-based financing for sector led special initiatives and flagship programmes and support on resource mobilization ; • Prepare, appraise, and implement specific programmes led by the sector including the Nexus water-energy-food security and ecosystem, water utility transformation and climate change related; • Assist on the implementation of the PHRDG funded Strategic Investment Planning for Integrated Urban Flood Management and Disaster Risk Reduction project in Nairobi, Maputo and Ouagadougou • Assist in the preparation and processing of the Climate change related facilityTechnical and corporate support: • Provide thorough support to the office of the Director in regard to Lending, non-lending, corporate requests, developing new initiatives and programmes in a forward-looking approach with the view and enhancing the sector effectiveness and visibility. • Support sector divisions and Task managers in preparing quarterly work programme and budget progress reports, responding to ad hoc corporate queries, call for proposals and designing new business delivery models for accelerating delivery in accordance with Bank’s water strategy 2021-2025. • Emulate more innovation and creativity within the sector and identify opportunities and mechanisms for raising the profile of the water department internally to the Bank. Water Sector Coordination and Collaboration within the Bank • Support the department effort towards stronger synergies between water, agriculture, and environment programs across the Bank. • Contribute to the preparation of annual work plan and budget of the department’s activities related to water resources development and management. • Contribute to the Water Coordination Committee to promote integrated and transboundary water resources development and governance • Contribute to the coordination and collaboration with other development partners and non-government institutions to advance the water agenda • Support on the coordination of specific led programme and projects financed through special funds and trust-fundsStrategic Partnerships development and management • Contribute to the department effort to coordinate the review and monitoring of ongoing regional and international discussions related to water resources development and management. • Support the preparatory work for an effective Bank’s engagement with key external stakeholders such as AMCOW, DFIs, Bilateral and multilateral development partners, foundations, private sector, academia, etc. • Support department participation to regional sector discussions through water conferences and platforms such as Sanitation and Water for All, etc. |
| C. Deliverables Expected | Under the overall Leadership of the Director – AHWS, and the direct supervision of the Chief Water Development Officer, the Consultant is expected to deliver on: – All deliverables planned in the context of the PHRDG funded Strategic investment planning for integrated urban flood Management and Disaster risk reduction in Nairobi, Maputo and Ouagadougou as part of the program coordination functions – Support on the proposal preparation, secure PHRDG trust fund financing, and support its implementation in the approved timeframe – Complete at least 2 due diligence missions and appraisal reports – Secure at least 1 transaction approval – Undertake quality assurance work, and provide support to the preparation and implementation of both Non lending, Lending assignment as well as specific corporate requests – Support ad-hoc assignments in support to other sector divisions and special funds (UMDF, FAPA, etc.), other departments and sectors, and external partner institutions. |
| D. Duration and Timetable for the Assignment | The duration of the assignment is six (6) months renewable, depending on budget availability and performance of the consultant. |
| E. Bank Contribution and Institutional Arrangement | The Bank will:(i) provide all necessary background documents, reports, guidelines, etc. available at the AfDB; (ii) when feasible, assist in arranging formal/informal meetings within AfDB and with external stakeholders where possible and (iii) coordinate the review of the consultant’s deliverables. The individual consultant shall exercise diligence in the execution of the assignment. The reporting requirements and schedule shall be respected.The consultant is expected to engage in a continuous consultation with the sector team in regional and country offices as well as the ecosystem where applicable. The consultant will therefore: (i) Work closely with the AfDB task team and key stakeholders at every stage of the assignment; (ii) Report to the task team which will facilitate coordination with Government officials and other key stakeholders as necessary; and (iii) alert the assignment supervisor on all major issues pertinent to the successful execution of the assignment.This arrangement aims to facilitating and ensuring the assignment is adequately implemented and ownership from the Team is guaranteed. |

| G. Essential Specialized Skills/Knowledge/Competencies | The Consultant is expected to demonstrate a technical and professional excellence and effective communication. In addition, it is required that the Consultant will meet the following qualifications: • The Consultant must possess at least a master’s degree in water and Sanitation Engineering, Water Resource Management, Hydraulic Engineering, Environmental engineering, Urban planning and management, etc. • Have a minimum of seven (7) years of relevant professional working experience in water security and sanitation programming or related operations, project and programme coordination, project cycle management, and policy formulation and analysis at national and regional levels, analytical work preparation. • An additional degree/experience in Water Finance/Economics related aspects, institutional support and capacity building will be a plus. • knowledge and experience of emerging issues and topics i.e. Climate change, energy transition, climate finance mobilization, Nexus Water-Energy-Food Security, Private sector participation etc. • Ability to work in a team spirit to achieve defined objectives in international multicultural contexts. • Proven ability to work with limited supervision and efficiently to deliver under pressure and meet tight deadlines • Excellent presentation skills • Willingness to travel extensively and geographic flexibility • Excellent problem-solving capabilities applies business knowledge to the resolution of problems and identifies solutions to the benefit of the client (internal and external) and the organization • The consultant must have excellent English communication and writing skills with good knowledge of French language. • Competent in the use of Bank standard software (Word, Excel, PowerPoint and Internet) including online meeting and teleconferencing tools • A national of the Bank’s Member Country. |
| H. Supervisor | The Water and sanitation consultant and programme coordinator will report to the Director AHWS and direct supervision by the Chief water development and the relevant Task Manager. |
