Objective and Purpose of the Assignment

The Government of Rajasthan (GoR), with support from the Asian Development Bank (ADB), has a strong
track record of implementing urban investment projects that have improved the quality of life for over 7
million people through better access to water supply, sanitation, and urban services. Building on these
achievements and ongoing ADB-supported initiatives, GoR continues to expand climate-resilient and
inclusive water supply and sanitation (WSS) infrastructure, strengthen institutions, and advance sector
reforms for sustainable service delivery. To further these efforts, GoR and ADB are preparing the
Rajasthan Urban Livability Improvement Investment Program (RULIP), a proposed multi-tranche financing
facility aimed at improving water supply, wastewater management, reuse, and related urban services
across priority towns. RULIP will focus on achieving continuous, pressurized water supply through
distribution network improvement and non-revenue water reduction; expanding wastewater collection,
treatment, and reuse; enhancing service reliability, energy efficiency, and climate resilience; and
promoting institutional reforms, operational sustainability, and PPP/HAM-based contracting. The Public
Health Engineering Department (PHED), Rajasthan Water Supply and Sewerage Corporation (RWSSC), and
RUDSICO/RUIDP will lead implementation, with ADB supporting investment prioritization, DPR review, and
feasibility assessments for Tranche 1 and the broader RULIP pipeline.

The Executing Agency for the ongoing Rajasthan Secondary Towns Development Sector Project (RSTDSP) is
the Local Self Government Department (LSGD) of the Government of Rajasthan (GoR), which will also serve
as the Executing Agency for the proposed Rajasthan Urban Livability Improvement Investment Program
(RULIP). For RULIP, the Public Health Engineering Department (PHED) will act as the Implementing Agency
for the water supply component, while the Rajasthan Urban Drinking Water, Sewerage and Infrastructure
Corporation Limited (RUDSICO) will be responsible for implementing the wastewater, drainage, solid waste
management, urban mobility, and other project components.

The Water Supply and Sanitation Specialist (National) will be responsible for (i) carrying out due
diligence activities covering technical aspects and supporting economic, financial, environmental, and
social safeguard aspects of the proposed investment; and (ii) contributing to project readiness and
implementation efforts. The consultant will collaborate closely with other project consultants to
conduct technical assessments of proposed water supply subprojects, identify priority investments in
project towns, and where possible develop preliminary engineering designs that integrate climate
resilience considerations. The consultant will work closely with PHED for the duration of the
assignment.

Scope of Work

The Consultant will be responsible for:
(i) identifying priority investment projects in urban water supply, sewerage, sanitation, and drainage;
(ii) conducting technical review and analysis of existing water supply, sewerage, sanitation, and
drainage related detailed project reports;
(iii) preparing feasibility studies and preliminary engineering designs, costs, and operation and
maintenance arrangements;
(iv) introducing innovative approaches and best practices into subproject designs for greater efficiency
and sustainability;
(v) working closely with the other project consultants and incorporate climate resilience into water
supply, sewerage, sanitation, and drainage components;
(vi) preparing terms of reference for detailed engineering design and supervision consultants for water
supply, sewerage, sanitation, and drainage components;
(vii) proposing appropriate procurement plan for subprojects considering economy, efficiency, capacity
of government counterparts, and market conditions; and
(viii) supporting project implementation and procurement. The consultant will provide technical guidance
to the executing and relevant implementing agencies in water supply-related components.

Detailed Tasks and/or Expected Output

(i) The Consultant will report directly to the ADB Project Officer and provide technical support to the
Executing and Implementing Agencies, coordinating closely with other TA team members.
(ii) The Consultant will work independently while keeping the ADB Project Officer informed of key
issues, constraints, and recommended solutions, and advise on international best practices in water
supply systems.
(iii) The scope includes reviewing existing sector diagnostics, preliminary subproject lists, and
technical documents to identify priority water supply and wastewater subprojects for RULIP, develop
prioritization criteria based on service gaps, readiness, climate risk, and O&M viability, and recommend
subprojects requiring pre-feasibility or feasibility studies.
(iv) The Consultant will provide high-level guidance on integrated designs for water supply systems,
including sources, treatment plants, networks, non-revenue water reduction, wastewater collection and
treatment, reuse schemes, SCADA/GIS-based asset management, energy efficiency, and climate resilience,
as well as contracting strategies such as DB/DBO, HAM, or PPP.
(v) The Consultant will review DPRs for technical soundness, integration, hydraulic modeling, demand
forecasting, life-cycle costing, realistic phasing, O&M arrangements, and incorporation of NRW
reduction, reuse, and resilience measures, while also providing inputs to pre-feasibility and
feasibility assessments for new or complex subprojects.
(vi) The Consultant will provide technical inputs and review bidding documents for major works and goods
to ensure performance-based specifications, SCADA/metering readiness, NRW reduction, and reuse, in
alignment with ADB and GoR guidelines, and will coordinate with the procurement specialist on strategic
procurement planning, packaging options, and potential HAM/PPP contracts.

Minimum Qualification Requirements

The consultant will be an experienced civil engineer with qualifications and specialization in water
supply, sewerage, sanitation, and drainage infrastructure development with at least 10 years of
experience in designing and implementing water and urban development projects. Experience working on
international development partners’ funded projects and experience in South Asia is preferred.
