About the “Nile Delta Water Management Programme” (NDWM II)
The Nile Delta Water Management Programme (NDWM II), funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), works to support the Ministry of Housing, Utilities and Urban Communities (MoHUUC), the Ministry of Agriculture and Land Reclamation (MALR) and the Ministry of Water Resources and Irrigation (MWRI) to address challenges in the water and wastewater, irrigated agriculture subsectors, and water resources management subsectors.
NDWM II adopts a comprehensive approach including three sub-sectors, water supply and wastewater management, irrigated agriculture as well as water resources management. Benefitting from several decades of experience in these sectors, the NDWM II combines the upscaling of successful approaches from previous phases with the development of innovative measures, based on identified needs by the partner institutions and target groups.
The overall objective of NDWM II Programme is to implement approaches for more efficient use of water resources for water supply and irrigated agriculture in selected governorates in Egypt.
Among the key partners for implementation are the Holding Company for Water and Wastewater (HCWW) and its Affiliated Companies (ACs) in the governorates, the MALR’s respective departments for agricultural extension and agricultural services, as well as farmers cooperatives and water user groups at the district level, in addition to MWRI on a central level and irrigation directorates in governorates.
NDWM puts a focus on the following working areas:
- Strengthening management capacities of water and wastewater ACs in the areas of business planning and water loss reduction.
- Introducing innovative measures and digital applications for efficient water use by smallholder farmers.
- improving the database of irrigation authorities for the management of water demand and irrigation infrastructure.
- improving inter-ministerial cooperation on the more efficient management of water resources.
The activities under the subsectors, Water and Wastewater management, Irrigated Agriculture, and Water Resources Management are described hereunder.
Output 1: Management capacities of water and wastewater ACs
- Module objective indicator 1: Sustainable structures for more efficient use of water resources have been established in 7 strategic management areas in ACs.
- Output indicator 1.1: 15 of the 23 ACs have defined funding needs for their action plans to reduce water loss (Non-Revenue Water, NRW) on the joint NRW digital platform.
- Output indicator 1.2: 6 ACs business plans are updated annually by the management team.
Output 2: Innovative measures for water efficient use by smallholder farmers
- Module objective indicator 2: water productivity in irrigated agriculture across 610 hectares of cultivated land in four governorates surpasses the governorate average by 15% on average.
- Output indicator 2.1: For 1 irrigation district, the agricultural and irrigation authorities at the governorate level have digital crop maps as a basis for improved water supply for smallholder farms for 3 growing seasons.
- Output indicator 2.2: 40 innovative measures to improve water management have been implemented by farmers in 8 demonstration areas.
Output 3: The database of the irrigation authorities concerning the management of infrastructure and water demand planning has improved.
- Module objective indicator 3: Database of digital cultivation maps in 1 irrigation directorate, created in cooperation with the competent authorities at the governorate level, is available to the MWRI for water allocation decisions.
- Output Indicator 3.1: Digital plant inventory of the irrigation and drainage infrastructure for 1 irrigation directorate has been developed together with stakeholders involved at the governorate level.
- Output Indicator 3.2: 1 digital platform for water demand planning, which reliably transmits data from 10 measuring points on water flow in 1 irrigation directorate to the MWRI, is established.
Output 4: Inter-ministerial cooperation on efficient water resources management
- Module objective indicator 4: 30 of 120 graduated of the cross-sectoral management development programme (thereof 8 females), have demonstrated practical application of their acquired knowledge through concrete examples.
- Output indicator 4.1: 45 female professionals have successfully completed the cross-sector leadership development programme.
- Output indicator 4.2: 2 cross-sectoral campaigns on the efficient water use at household level and in agriculture have been implemented jointly by water sector institutions.

A. Responsibilities
In Coordination with Output 2 Component Manager on Irrigated Agriculture and the Head of Water Resources Management (Output 3), the Water Resources Management for Irrigated Agriculture Advisor is responsible for:
- the technical, content-related and organizational implementation of measures related to Output 3
- providing technical advice to the Ministry of Water Resources and Irrigation (MWRI) according to the programme’s objectives in the fields of water demand planning and allocation, irrigation asset management, and institutional strengthening within the irrigation and water resources sectors in relation to capacity building of Water User Associations and interministerial cooperation with the Ministry of Agriculture with regards to water demand planning and allocation
- preparing, implementing, monitoring and evaluating activities to achieve Output 3 indicators at the module and output levels in accordance with the programme goals and activities agreed with the partner, team agreements and/or agreements with the superior, and in line with GIZ rules and regulations
- contributing to the overall planning of programme’s activities, including the operational plan
- encouraging knowledge exchange and fostering interlinkages between relevant ministries, and development organizations, promoting collaborative efforts that enhance the overall success of water resources management
- coordinating the work of short-term national and international service contractors
- contributing to knowledge management, visibility and communication measures on programme level
- assisting the convergence and coherence with other initiatives implemented in the Programme, in particular work streams and activities under Output 2 supporting the Ministry of Agriculture
The Water Resources Management for Irrigated Agriculture Advisor performs the following tasks:
B. Tasks
1. Professional Advisory Services
The Advisor
- provides expert guidance to MWRI on the design and implementation of water planning and allocation models, irrigation asset inventories and irrigation flow sensors, water resources management plans, climate change impacts on water resources and irrigation, and institutional strengthening including cooperation within MWRI departments and regional levels and across irrigation and agriculture authorities to support the implementation of Output 3 activities
- supports MWRI in developing and improving base maps, conducting crop pattern analyses, and using GIS and remote sensing for scenario-based planning
- supports MWRI in the update of water resources management plans
- regularly liaises with MWRI and its affiliated institutions at the central and governorates levels, ensuring the fulfilling of the performance indicators
- formulates Terms of References (ToRs), selects and supervises national and international third parties while carrying out programme activities and evaluating their performance
- assists in preparation the technical specifications and revises technical tender documents of all equipment and instrumentation
- designs, prepares and implements workshops, seminars, and capacity building events. This includes the topics of water budgeting, accounting, and allocation; using of remote sensing for water demand estimation; water productivity, irrigation flow water supply sensors and distribution frequency, climate change impacts on water resources and irrigation; and modernization of irrigation system in line with Egypt’s Irrigation 2.0 vision
2. Communication and networking
The Advisor
- supports cooperation, regular contact and dialogue with partners, local communities, relevant organisations, and non-governmental organisations in the programme environment and with other related projects to improve and maintain good working relationships
- organizes and facilitates learning events, field visits, and stakeholder exchanges
- travels within Egypt (and if necessary, abroad), in accordance with programme’s requirements
3. Knowledge management
The Advisor
- compiles information on programme activities and ensures knowledge share to internal and external stakeholders
- provides the consultants with relevant material on programme implementation
- develops ready-to-use technical concepts, including guidelines, manuals, and procedures
- draws up reports and presentation documents
- prepares appropriate input to various programme reports
- contributes to articles and notes of relevance for GIZ-publications, in coordination with Output 2 Component Manager and the Head of Water Resources Management
4. Other duties/additional tasks
The Advisor
- provides English – Arabic translations for the relevant technical documents in relevant cases
- performs other tasks as requested by the management
C. Required qualifications, competences, and experience
Qualifications
- Master’s degree in Civil Engineering, Water and Environmental Engineering, Irrigation and Hydraulics Engineering or Geography studies or any relevant discipline
Professional experience
- At least 7 years of experience in the field of water resources management, water planning, budgeting, and accounting, alongside a deep understanding of irrigation system operation and maintenance, water resources and irrigation planning, water users associations institutional setup and adaptation strategies to climate change impacts on water resources and irrigation.
- At least 7 years of proven hands-on experience as an active user and direct application of advanced GIS and hydrological modelling tools and software, for the purpose of water allocation, planning and operational management of irrigation water infrastructure.
- Strong familiarity with the structure and functions of the Ministry of Water Resources and Irrigation (MWRI) and its affiliated institutions.
- Experience in preparing ToRs, steering consultants, and implementing development cooperation projects with a capacity-building component
- Knowledge of Egypt’s Irrigation 2.0 Vision and the broader national modernization framework
- Professional experience in the field of international development cooperation and implementation of donor-funded water programmes.
