Why does the job exist?
This position will support the District VI Manager and be responsible for project management duties and daily operations in the Santa Fe, New Mexico District VI Office. The Water Resource Manager is responsible for supervising water resource professionals and water master staff and will administer and provide support and oversight in administering water resources in accordance with New Mexico statutes, court adjudications, and rules and regulations of the state engineer through processing applications for permits, changes of ownership, and other water rights administration documents. This position will provide staff direction, goals, and priorities within their area of responsibility. The Water Resource Manager will assist the public and is responsible for communicating and cooperating with other district offices, Bureaus, and groups within the OSE/ISC.
How does it get done?
-Provide management support and staff supervision where it implements and oversees assigned basins and associated regulations, guidelines, related water management needs, and specific projects.
-Train, direct, supervise, evaluate, and be responsible for personnel actions and staff assignments.
-Set goals and provide direction for staff, including overseeing work performed and assignments and delegating staff to everyday work and special assignments.
-Prepare timely employee evaluations in accordance with State Personnel Office and OSE rules and regulations
-Represent and speak on behalf of the OSE at meetings with various political subdivisions and the public.
-Provide expert testimony at trials, hearings, depositions, and other necessary proceedings

Ideal Candidate
The ideal candidate should have the following experience:
1. Extensive experience with the New Mexico Water Rights Administration
2. Experience with managing and supervising a group of staff, directly and indirectly, ability to set goals for staff, and provide oversight of assigned work and special assignments
3. Education, knowledge, and experience with NM Water laws, agency rules and regulations, policies and statutes
4. Ability to represent and speak on behalf of the agency at meetings and public events
5. Experience and extensive knowledge in NM Water Rights issues and Surface and Groundwater basins
6. Ability to make high-level decisions related to determining the level of required effort to meet agency needs, as they can be challenging
7. Ability to work closely with the District IV Manager to ensure objectives of the Water Rights Division in the Santa Fe Office are met consistently and with sound engineering judgment
Minimum Qualification
Bachelor’s Degree in a related Water Resources discipline (Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Biology, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography Forestry/Forest Science, Conservation Science, Wildlife Science, Emergency Management, or Engineering) and six (6) years of relevant experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience.

Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment
Working Conditions
Work performed primarily in an office setting with extensive personal computer and phone usage. Some travel may be required with an ability to handle tight deadlines and multiple demands related to work requirements.
