Assignment Title: Individual Consultancy Services to Provision Hydrologist Specialist Project Advisor for providing Project Advisory to undertaking the review of the hydrological studies of the planned Mphanda Nkuwa Hydropower Project.

The Government of Mozambique (GoM) hereinafter referred to as “the Borrower” have received Advance funds from International Development Association (IDA) towards the costs of the Mphanda Nkuwa Hydroelectric Project, Preparation Phase. The funds have been channeled through the Mphanda Nkuwa Hydroelectric Project Office (GMNK) as the Project Implementation Agency, and GMNK intends to apply part of the proceeds for Consulting Services for providing Project Advisory for undertaking the review of the hydrological studies of the planned Mphanda Nkuwa Hydropower Project.
The GMNK now invites eligible Individual Consultant (“Consultants”) to express their interest in providing the Services. Interested Individual Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The shortlisting criteria are:
- qualification, experience and skills in providing Project advisory services for reviewing the hydrological studies of hydropower projects;
- a minimum of Post Graduate Degree in the relevant hydrological disciplines and must have at least 15 years of professional experience relevant to the assignment.
- description of similar assignments previously carried out – must have done at least two (2) similar assignments (hydrological of hydropower advisory services), and
- experience of working in Sub-Sahara Africa – at least one (1) of the assignments should be in Sub-Shara Africa – and other regions.
Evidence shall be attached as supporting documents for the Expression of Interest.
Objective
The Project is being prepared for seeking financial support of the World Bank (the “Bank”) and therefore must comply with the World Bank Safeguards Policies and Performance Standards (see the concept project information document stage at the WB website [1]). Accordingly, the Mphanda Nkuwa Project needs to comply with the World Bank Environmental and Social Framework (ESF) – Community Health and Safety (ESS4[2]). To this effect two panel of experts (PoEs) need to be formed: (i) Panel of Experts for Dam Safety (PoE-DS); and (ii) Panel of Experts for Environmental and Social Management (PoE-ESM).
Key Responsibilities/ Scope of Reviews
The hydrologist will:
- Review of the hydrological studies pertaining to the long-term inflow to the reservoirs, and spillway and diversion design floods with reference to international criteria. Assess the adequacy of spillway and diversion facilities, also considering increasing hydrological variability associated with global warming. Review of soil erosion data and estimate of sediment yield into the reservoirs, estimated reservoir sedimentation, and assessment of the long-term sustainable capacity that could be maintained by implementing appropriate management strategies. Review of layouts related to sediment management of the reservoirs including sediment flushing.
- Review of the design of spillway and tailrace facilities including flow conditions, energy dissipation and need for hydraulic modelling.
- Review of the designs of the diversion works, schedule and risk factors associated with diversion during construction and with the closure of diversion works at initial reservoir filling.
Expected Assignment Timeline
The assignment is for a period of six (6) years, covering project preparation, construction, and initial reservoir filling. The initial contract will be signed for a period of 2 years, with the potential for an extension to cover the full duration of preparation and implementation. The contract will be time-based, with an annual ceiling of 20 working days, subject to extension if needed.

The attention of interest is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank՚s “Procurement Regulations for IPF Borrowers” – September 2023 (“Procurement Regulations”), setting for the World Bank`s policy on conflict of interest.
The Consultant will be selected in accordance with ICS – Individual Consultant Selection method set out in the Procurement Regulations.
