1. The Government of the Republic of South Sudan (GRSS), through the Ministry of Water Resources and Irrigation (MWRI), with financial support from the World Bank, is implementing the Regional Climate Resilient Program (RCRP) (P180171) and formulating the South Sudan National WASH Project (NWP) to be financed through a grant from the International Development Association (IDA).

Under these programs, the Ministry of Water Resources and Irrigation intends to hire a qualified consulting firm to undertake a comprehensive mapping of WASH services across selected areas in South Sudan. The mapping will provide critical data and spatial analysis to guide planning, resource allocation, and future investments in the WASH sector.

2. The main objective of the assignment is to develop a comprehensive mapping and geospatial database of existing WASH services and infrastructure in selected areas (urban, rural, refugee, and host communities). This includes assessing functionality, service levels, institutional responsibilities, and sustainability gaps to support sectoral planning and monitoring.

4. The Ministry of Water Resources and Irrigation (MWRI) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

a. Qualification

  • Legal entity / consortium for legal entities – Joint venture shall not be more than three entities

  b. Specialization and Experience

At least 10 years of relevant experience in Waterpoint mapping, comprehensive technical assessment of water facilities, and services activities including GIS maps, Data inventory and management including capacity assessment

c. Technical & Managerial Organization of the Firm

Description of the firm’s/organization’s profile, including its management structure. general qualifications and ensure specific knowledge are available within the team (key staff) as listed in the TOR. Please, do not include the CVs of the staff, as Key Experts will not be evaluated at shortlisting stage.

d. Experience in Similar Conditions

Experience in working in Africa’s country, especially South Sudan or East Africa region will be a plus capacity development and Knowledge transfer.

5. The consulting firm must submit proposals with relevant areas of specialization and should specify and present; Description of the firm’s profile (certificate of incorporation and operating licenses, etc), including its management structure, Names and areas of expertise and experience of the experts, Record/previous experience of carrying out activities similar to the ones required for this assignment, Where the firm was in a joint venture or sub-consultancy for an assignment, indicate the amount paid to the firm and All previous contract sums must be shown in United States Dollar equivalent.

6. The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 and revised Seventh Edition September 2025 [Procurement in Investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest.

7. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected and each firm must meet the shortlisting criteria.

8. A consultant will be selected in accordance with the Consultants Quality and Cost-Based Selection (QCBS) method set out in the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016, revised Seventh Edition September 2025.
