Purpose of the Assignment:
The consultant will provide technical assistance to the Panchayat and Rural Development Department and related departments to strengthen communication, capacity building, monitoring and convergence for scaling FSM, plastic waste management and inclusive sanitation. They will convene stakeholders, catalyze behavior change, and lead IEC/SBCC, documentation, and rural–urban coordination to advance inclusive, sustainable sanitation.
The assignment requires specialized expertise in climate-resilient sanitation, ODF Plus, fecal sludge management (FSM) and solid waste management (plastic waste management), private sector engagement, with strong focus on monitoring, service-level benchmarking, knowledge management, capacity building, private sector engagement, and intensive coordination with government departments across Chhattisgarh.
Scope of Work:
Chhattisgarh, under SBM 2.0, is moving beyond ODF achievement to managing the full sanitation chain—sustaining ODF outcomes and strengthening solid, liquid, and fecal sludge management. Despite progress in toilet access, gaps remain in safe fecal sludge and plastic waste management, requiring integrated action across service delivery, resource recovery, institutional frameworks, citizen engagement, innovation, and partnerships.
UNICEF will engage a consultant to provide technical assistance in FSM, SWM, PWM and used water management, with expertise in planning, monitoring (service level benchmarking), communication, and knowledge management. The consultant will strengthen institutional capacity, enable rural–urban convergence, private sector engagement and document scalable models. This role, aligned with UNICEF’s WASH Rolling Work Plan (2025–2027), will catalyze gender-transformative, inclusive, and climate-resilient ODF Plus approaches for sustainable statewide impact.
OBJECTIVE/S of the assignment
- Provide technical assistance for evidence-based planning, monitoring, and service-level benchmarking of WASH services in coordination with PRD and line departments.
- Strengthening ODF Plus (FSSM) and solid waste management (plastic waste management systems) through capacity building, institutional support, and data-driven monitoring.
- Promote convergence and private sector engagement in fecal sludge and plastic waste management.
- Integrate gender, equity, and inclusion in ODF Plus and SWM initiatives, prioritizing hard-to-reach areas and applying the 3Cs—Convene, Converge, Catalyze.
- Enhance knowledge management, documentation, and community-led monitoring for climate-resilient, sustainable sanitation practices.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors.
