Objective and Purpose of the Assignment
The technical assistance (TA) “Southeast Asia Resilient and Water Secure Cities Facility” is an end-to-
end, climate-focused facility to support project development, implementation, and innovation in the
water and urban development sector in Southeast Asian developing member countries of the Asian
Development Bank (ADB). The TA supports the following activities: (i) sector diagnostics leading to a
pipeline of climate-focused, low-carbon urban and water sector investments suitable for sovereign,
nonsovereign, and public–private partnership (PPPs) modalities; (ii) design of sovereign projects that
maximizes ADB’s value added through the adoption of innovative approaches such as nature-based
solutions, digitalization, last-mile connectivity to underserved areas, gender inclusion, and
contracting modalities to strengthen engagement with private sector operators (e.g., performance-based
nonrevenue water management contracts); (iii) institutional reforms and capacity development that
support creation of a favorable enabling environment; and (iv) follow-on support for ADB-financed
projects to ensure sustainable operation and maintenance arrangements are in place.
The objective of the assignment is to support the design and preparation of water and urban development
projects proposed for ADB financing, as well as associated activities to be delivered through the TA.
Scope of Work
The expert will support the following activities:
(i) undertake urban assessments, and oversee the preparation of landuse planning activities;
(ii) coordinate inputs of various project preparation experts to ensure the delivery of high quality
project design; and
(ii) support the preparation of high quality communications materials such as powerpoint presentations,
and project summary brochures.
Detailed Tasks and/or Expected Output
The expert will be responsible for undertaking the following tasks:
(a) Urban Planning/Design
(i) Analyze urban development trends, demographic patterns, migration flows, and urbanization
projections in target countries;
(ii) Assess of existing urban infrastructure and service delivery systems (water supply, sanitation,
drainage, solid waste, transport, etc.), identifying service coverage gaps and infrastructure deficits
(iii) Review of institutional and regulatory frameworks governing urban development, land use planning,
and municipal service delivery;
(iv) Carry out stakeholder mapping and analysis, identifying key government agencies, utilities, civil
society organizations, and private sector actors.
(b) Project Coordination
(i) Work with ADB team leaders to support the preparation of terms of reference/scope of work for
landuse plans and water/urban investment plans;
(ii) Help to oversee recruitment of consultants including supporting the evaluation of proposals;
(iii) Support ADB team leaders to ensure effective coordination of various project preparation experts,
to ensure the delivery of coherent and high-quality project design documents;
(iv) Develop and monitor detailed project preparation work plans with clear milestone schedules and
dependencies between workstreams
(v) Facilitate regular coordination meetings and workshops to ensure integration across technical
disciplines;
(vi) Identify and proactively address bottlenecks, inconsistencies, or gaps in project design
(vii) Review draft outputs from various experts to ensure coherence, technical quality, and compliance
with ADB’s policies, procedures, and safeguard requirements;
(c) Communications/Graphic Design
(i) Prepare high quality communications materials such as PowerPoint presentations for key project
milestones such as inception missions, mid-term reviews, stakeholder consultations, and project approval
stages;
(ii) Prepare visual materials that effectively communicate complex technical concepts to diverse
audiences including government officials, community representatives, and ADB management
(iii) Prepare Infographics, diagrams, and maps for projects under preparation, as well as other
knowledge materials;
Minimum Qualification Requirements
The expert will hold at least a Master’s degree in urban planning, and have at least 8 years of
professional experience working on urban planning and water/infrastructure development planning.
Specifically, the expert will have at least 6 years of experience in the following areas: (i)
undertaking urban assessments; (ii) graphic design; and (iii) project coordination. The expert will have
experience working in at least 3 ADB developing member countries in Asia and the Pacific.
Minimum General Experience: 8 Years
Minimum Specific Experience (relevant to assignment): 6 Years
