- Background
The Government of the Republic of South Sudan, through the Ministry of Water Resources and Irrigation (MWRI), is implementing the Regional Climate Resilience Program for Eastern and Southern Africa – Phase 1, with support from the World Bank. The Ministry is also preparing the South Sudan National WASH Project (NWP – P505316), which aims to improve access to water supply, sanitation, and hygiene (WASH) services in selected areas of South Sudan, including refugee-hosting communities.
Both projects are managed under a joint Project Implementation Unit (PIU), and require technical assistance to ensure effective environmental risk and impact management, in compliance with the World Bank’s Environmental and Social Framework (ESF) and national legislation.
The assignment shall be for a period of one year, subject to a probation period of three months. The Contract is renewable based on performance evaluation of the candidate and availability of funding.
- Objective of the Assignment
The MWRI now seeks to engage a qualified Senior Hydrogeologist (Individual Consultant) to assist the PIU in the collection of national WASH (Water, Sanitation, and Hygiene) Data/information, support the preparation of ground water rapid assessment and diagnostic studies, help in the design of wellfields, boreholes development, drainage systems and ground water management strategies for urban and rural areas for sustainable management and use and also provide technical expertise in determining ground water availability and sustainability, for water supply use in urban and rural areas of the project.

- The Ministry of Water Resources and Irrigation through the Regional Climate Resilience Progam now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested individuals should provide information demonstrating that they are qualified to perform the services (Attach curriculum vitae (CV), Copies of documentary evidence of academic qualifications, Membership of internationally recognized professional body / bodies). The shortlisting criteria will consider the requirements mentioned in the TOR, including:
- Master’s degree or higher in hydrogeology, natural resources, water management with special focus on groundwater resources or any other closely related field;
- Minimum 10 years of demonstrable experience in the technical area of water management, international waters or related fields;
- Previous proven experience in carrying out shared aquifer diagnostic/ assessments on at least one assignment;
- Proven experience in groundwater modelling and evaluation
- Proven experience in GIS and remote sensing applications for groundwater
- Experience working with World Bank funded projects, or other international funding institutions such as the African Development Bank, Asian Development Bank, etc.
- The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” First Published July 2016 and revised Seventh Edition September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
- An Individual Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the Procurement Regulations. Government officials or civil servants of the Republic of South Sudan will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; and (ii) their employment will not create Conflict of Interest. An invitation to an oral interview will follow for shortlisted candidates.
