Organizational Setting and Reporting Relationship

While the position of Senior Climate Change Officer is assigned to the Climate Change, Resilience and Environment Cluster (CCRE) within the Climate Change and Sustainable Development Department (CCSD) you will be strategically assigned to the Nepal Resident Mission in Kathmandu. CCSD leads thematic operations, knowledge innovation, and partnerships.

You will report to the CCRE Regional Climate Change Focal for South Asia with matrix reporting to the Country Director, Nepal Resident Mission.

Your position title upon appointment is “Senior Climate Change Officer.”

Your Role

As Senior Adaptation Solutions Officer, you will lead, coordinate and provide technical support ensuring ADB operations in Nepal contribute to both climate outcomes and corporate targets in line with ADB’s Strategy 2030 and its mid-term review, and the Climate Change Action Plan 2023-2030. You will engage with ADB’s clients on the country’s climate agenda, support programs promoting climate-resilient and low-carbon development as well as regional initiatives originating and supporting climate investments. In this role you will work closely with regional climate focal points and with the broader climate team. You will contribute to climate diagnostics and policy engagement, support alignment of projects with climate strategies, and help integrate climate priorities into ADB’s country partnership strategies and pipeline development. Additionally, you will coordinate, manage, and implement technical assistance activities, and collaborate with sector teams to design and implement investments that maximize climate outcomes and climate finance. Additionally, you will deliver knowledge services, build capacity, and foster regional cooperation, representing ADB.

You will:

Strategy and Planning
● Conduct strategic climate analysis, policy support, and capacity building to advance climate-resilient and low carbon development in the country.
● Integrate climate priorities on adaptation, low carbon transition, and disaster risk management into the preparation and implementation of the country partnership strategy including sector/thematic strategies and programming activities to maximize climate investment and outcomes at the nation and sub-national level.
● Strengthen partnerships with ministries and development partners, support mission teams by facilitating coordination with relevant ministries and other stakeholders, actively engage climate focal in the Country Management Team, and explore innovative financing to support pipeline development and corporate climate targets.

Operational Support
● Provide technical support to management and project teams in the identification, prioritization, preparation and implementation for technical assistance, programs and projects ensuring sustainable development with enhanced climate outcomes.
● Oversee regional initiatives like the Building Adaptation and Resilience in the Hindu Kush Himalayas initiative, ensuring quality technical outputs, partner coordination, stakeholder engagement, and ADB representation.
● Support project teams in identifying climate change risks and hazards, climate finance and GHG emission estimates, and act as advisor, team member or co-team leader for project preparation and implementation.

Monitoring, Capacity Development and Knowledge Sharing
● Monitor and report on project-level climate and disaster risk management interventions, climate finance, strategic country-level approaches, Paris Agreement alignment, and related performance indicators.
● Facilitate knowledge sharing, capacity development activities focused on climate and disaster resilience and low carbon transition, represent ADB in external forums, and provide management with climate-related information as needed.
● Develop and strengthen partnerships with external stakeholders, donors, and other agencies to identify co-financing opportunities and share best practices.

Qualifications

You will need:

● Bachelor’s degree in climate or environmental sciences, engineering, economics, water or natural resources management, or a related field preferably with Master’s Degree or equivalent
● At least 8 years of work experience on climate change policy, climate finance, climate technology or climate resilient and low carbon project development and at least 4 years of supervisory experience.
● Demonstrated experience working on climate change and disaster risk management with government agencies and multiple stakeholders; experience with mandates, operations, and policies of multilateral financial institutions is an advantage
● Strong aptitude for conceptual and analytical thinking to support strategy, project, and policy work and skills in standard computer applications and tools for risk and vulnerability analysis.
● Excellent communication and interpersonal skills with demonstrated ability to work collaboratively with colleagues and clients, handle multiple tasks, set priorities, and meet deadlines, as well as the willingness to learn, are essential.
● Written and verbal proficiency in English

Additional Information

This appointment is open to internal and external applicants.

This is a fixed term appointment with option to renew for an initial period of three (3) years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. It may be extended on an exceptional basis for a further fixed period at the option of ADB. This appointment is open to internal and external applicants.

This position has been created as part of the Workforce Rebalancing Framework, which is a multiyear initiative (2022-2027) aimed at increasing in-house expertise in key operational areas that was previously sourced from consultants through ADB’s technical assistance. The goal is to strengthen in-house expertise to enhance the quality of ADB’s policy dialogue, operations, and knowledge solutions delivery by collaborating closely with developing member country clients. Expected candidates are seasoned experts in the advertised area(s) with strong field experience who can lead policy dialogue and project work with emphasis on providing knowledge solutions. Staff may undertake short-term assignments in other groups, departments or offices only when the expertise in the advertised area(s) is needed by those groups, departments or offices.
