Why does the job exist?

The Complex Facility Permit Specialist supports the mission of the Surface Water Quality Bureau Point Source Regulation Section by implementing surface water discharge permits pursuant to Clean Water Act (CWA) Section 402 National Pollutant Discharge Elimination System (NPDES), Program; evaluating Notices of Intent submitted under state regulations in 20.6.2 NMAC; providing technical and planning assistance to the regulated community; conducting anti-degradation reviews and ambient in-stream water quality analyses for permitting; certifying federal NPDES pursuant to Section 401 of the CWA; reviewing projects for surface water impacts; and coordinating with the U.S. Environmental Protection Agency (EPA) on projects that affect NPDES permit holders. This position focuses on facilities with pretreatment programs or multiple discharge outfalls.

How does it get done?

– Evaluate and analyze water quality data for permit applications, permit renewals, water quality compliance, anti-degradation reviews, CWA Section 401 permit certifications, effluent limitations or other permit conditions, etc
– Perform in-depth surface water low-flow modeling and evaluate ambient water quality data to appraise receiving stream conditions
– Review documents and provide internal, public, and downstream user comments and prepare or review CWA Section 401 certifications based on state regulatory requirements and surface water quality standards or applicable scientific studies
– Review discharge monitoring report (DMR) data and conduct compliance inspections to evaluate NPDES permit compliance. Track spill, release, and discharge notifications from permitted facilities
– Conduct in-person site visits, field investigations, and inspections of permitted and unpermitted facilities
– Maintain permitting and compliance data management systems and records
– Develop standard operating procedures and other permitting and inspection quality assurance documents

– Occasional contact with external Federal, State and Local regulatory bodies as well as contractors and environmental not for profit organizations

Ideal Candidate

The ideal candidate will have experience in the following:
– Working in a regulatory-driven environment
– Implementing environmental regulations, policies, and guidance for surface water permitting
– Reviewing and drafting technical surface water quality or regulatory documents
– Communicating effectively and professionally
– Applying strong technical and/or analytical skills to evaluate qualitative and quantitative data

Minimum Qualification

Bachelor’s Degree in Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography, Forestry/Forest Science, Conservation Science, Wildlife Science, Emergency Management, or Engineering and four (4) years of relevant experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience.

Employment Requirements

Must possess and maintain a valid driver’s license. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Infrequent travel (up to 25%) to visit permitted and unpermitted facilities and assist with outreach activities. Must be able to climb stairs and ladders. Must be able to lift 25 pounds.
