Why does the job exist?

This position assist the District 5 Manager to oversee and be responsible for all management and daily operations of the Water Rights District 5 office located in Aztec, NM.  This position is responsible for the supervision and oversight of all Water Right permitting issues within the District and will provide assistance to the public with regards to water rights administration and general management of water within the State of New Mexico. This position will provide direction and establish goals and priorities for District staff within the District 5 area of responsibility.  The incumbent is the primary point of contact for the WRAP-WRD in District 5 and is responsible for communication and cooperation with other district offices, Bureau’s and groups withing the OSE/ISC.  Direction is not always clearly defined and often requires independent analysis and solutions. This position will be required to represent the Office of the State Engineer at meetings with various political subdivisions and provide constant evaluation of policies and methods of dealing with WATERS database issues, water rights issues and water rights administration.

How does it get done?

Management of the Non-Domestic Permitting and Domestic Well Program-Fully responsible to achieve the goals and performance measures of the Non-Domestic Permitting Program in the San Juan Basin, including both surface and groundwater non-domestic applications. Fully responsible to achieve the goals and performance measures of the Domestic Well Program. Responsible for setting standards and priorities for providing customer service to both walk in and telephone customers. Manage and direct the processing of all incoming applications, well records, changes of ownership and plugging records. Provide guidance and training to engineering technicians in calculating water use based on reported meter readings.

Manage Water Rights Files: Responsible for the management and oversight of the data entry processing on all applications into the WATERS database including developing and instituting quality control procedures to obtain very low error rates and efficient customer service; ensuring that all guidelines and procedures established by the WATERS program are met and the integrity of the data isn’t compromised. Oversees and ensures that Engineering Technician and Water Resource Professionals are performing Quality Assurance/Quality Control Checks on data input into the WATERS Database.

Provide Management, Leadership and Direction: Provide personnel support service for all the District V employees and managers including coordinating time sheet entry, answering benefit questions, travel and per diem questions and maintain and updating all confidential employee files, works closely with HRB and the District 5 Manager to ensure that all employees needs are met.

Property and Fiscal Management: Manage and coordinate the assignments of office space, office equipment, procurement of office supplies and equipment. Point of contact for building management and oversee all property related issues such as maintenance, environmental conditions and safety, manage fiscal expenditures and oversee the preparation of travel and purchase requirements. Assist District V Manager in the preparation of budget requests, and all other duties as assigned.

Ideal Candidate

1. Extensive experience with New Mexico Water Rights Administration.
The ideal candidate will have the following:
2. Experience with managing and supervising a group of staff, directly and indirectly, ability to set goals for staff, and provide oversight of assigned work and special assignments
3. Education, knowledge and experience with NM Water laws, agency rules and regulations, policies and statutes
4. Ability to represent and speak on behalf of the agency at meetings and public events
5. Experience and extensive knowledge in NM Water Rights issues and Surface and Groundwater basins
6. Ability to make high level decisions related to determining level of required effort to meet agency needs as they can be challenging
7. Ability to work closely with the District Manager and Water Rights Director to insure objectives of the Water Rights Division are met consistently and with sound engineering judgment.

Minimum Qualification

Bachelor’s Degree in a related Water Resources discipline (Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Biology, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography Forestry/Forest Science, Conservation Science, Wildlife Science, Emergency Management, or Engineering) and six (6) years of relevant experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience.

Employment Requirements

This position is required to drive a state vehicle. Must possess and maintain a valid New Mexico Driver’s License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.

Working Conditions

Work is performed in an office setting with extensive exposure to personal computer and phone usage.  Travel will be required.  May be required to work at alternate work sites and work extended hours and weekends.
