About the “Nile Delta Water Management Programme” (NDWM) II

The Nile Delta Water Management Programme (NDWM II), funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), works to support the Ministry of Housing, Utilities and Urban Communities (MoHUUC), the Ministry of Agriculture and Land Reclamation (MALR) and the Ministry of Water Resources and Irrigation (MWRI) to address challenges in the water and wastewater, irrigated agriculture subsectors, and water resources management subsectors.

NDWM II adopts a comprehensive approach including three sub-sectors, water supply and wastewater management, irrigated agriculture as well as water resources management. Benefitting from several decades of experience in these sectors, the NDWM II combines the upscaling of successful approaches from previous phases with the development of innovative measures, based on identified needs by the partner institutions and target groups.  

The overall objective of NDWM II Programme is to implement approaches for more efficient use of water resources for water supply and irrigated agriculture in selected governorates in Egypt.

Among the key partners for implementation are the Holding Company for Water and Wastewater (HCWW) and its Affiliated Companies (ACs) in the governorates, the MALR’s respective departments for agricultural extension and agricultural services, as well as farmers cooperatives and water user groups at the district level, in addition to MWRI on a central level and irrigation directorates in governorates.

NDWM puts a focus on the following working areas:

  1. Strengthening management capacities of water and wastewater ACs in the areas of business planning and water loss reduction.
  2. Introducing innovative measures and digital applications for efficient water use by smallholder farmers.
  3. improving the database of irrigation authorities for the management of water demand and irrigation infrastructure.
  4. improving inter-ministerial cooperation on the more efficient management of water resources.

The activities under the subsectors, Water and Wastewater Management, Irrigated Agriculture, and Water Resources Management complement each other to contribute to improving water resources management in Egypt. The successful candidate will join a great team of advisors in an open minded and modern organisation that is dedicated to nurturing personal skills and community strengths. The project aims to fill a vacancy in the component responsible for the achievement of the indicators and the corresponding work packages described below for Outputs 1 and 4 and the respective work packages.

Output 1: Management capacities of water and wastewater ACs

  • Module objective indicator 1: Sustainable structures for more efficient use of water resources have been established in 7 strategic management areas in ACs.
  • Output indicator 1.1: 15 of the 23 ACs have defined funding needs for their action plans to reduce water loss (Non-Revenue Water, NRW) on the joint NRW digital platform.
  • Output indicator 1.2: 6 ACs business plans are updated annually by the management team.

Output 4: Inter-ministerial cooperation on efficient water resources management

  • Module objective indicator 4: 30 of 120 graduated of the cross-sectoral management development programme (thereof 8 females), have demonstrated practical application of their acquired knowledge through concrete examples.
  • Output indicator 4.1: 45 female professionals have successfully completed the cross-sector leadership development programme.
  • Output indicator 4.2: 2 cross-sectoral campaigns on the efficient water use at household level and in agriculture have been implemented jointly by water sector institutions.

  • WP 1.1. Establishment of a NRW – Platform
  • WP 1.2. Support updating Business Plans
  • WP 1.3. Piloting certification for Technical Sustainability Management
  • WP 1.4. Training on contract and conflict management

A.   Responsibilities

The Water Sector Management Advisor is responsible for:

  • providing advisory services to the Ministry of Housing, Utilities and Urban Communities (MoHUUC), Holding Company for Water and Wastewater (HCWW) and its Affiliated Companies (ACs) according to the programme’s objectives in the fields of technical operations improvement in water and wastewater plants and systems, especially in relation to business planning, Non-Revenue Water and maintenance engineering.
  • designing, preparing and implementing activities to achieve Work Packages (1.1, 1.2, and 1.3 as well as 4.3. and 4.4) and contribute to achieving the indicators at the module and output levels in accordance with the programme goals and activities agreed with the partner, team agreements and/or agreements with the superior, and in line with GIZ rules and regulations.
  • supporting programme initiatives to provide professional advisory services to key technical staff in water and wastewater ACs to enable them to implement tangible technical and improvement measures in their field of operation.
  • contributing to the overall planning of the project’s activities, including the operational plan.
  • building the technical capacities of partner institutions regarding water and wastewater management and digital transformation.
  • encouraging knowledge exchange and fostering interlinkages between relevant ministries, and development organizations, promoting collaborative efforts.
  • steering short-term national and international consultants.
  • contributing to knowledge management, visibility and communication measures on programme level.

The Water Sector Management Advisor performs the following tasks:

B.   Tasks

1.     Professional Advisory Services

The Water Sector Management Advisor

  • advises the Holding Company for Water and Wastewater (HCWW) and its Affiliated Companies (ACs) in all aspects of the introduction of business planning, Non-Revenue-Water management, operation efficiency concepts and maintenance management of Water and Wastewater systems.
  • provides support to and works with the selected ACs in the implementation of agreed improvement measures by way of coaching and on-the-job-training.
  • formulates Terms of References, selects and supervises national and international third parties in the course of carrying out programme activities, including evaluating their performance.
  • provides support in the preparation of technical specifications and in the revision of technical tender documents of all equipment, measuring devices and instrumentation.
  • supports and monitors the development and implementation of programme plans and activities in close consultation with counterparts.
  • develops and organizes quality assurance measures and suggests necessary changes, improvements, and initiatives.

2.     Communication and networking

The Water Sector Management Advisor

  • establishes and manages trustful relations with political partners and other programme stakeholders and coordination and synergistic cooperation with projects of German Development Cooperation in Egypt.
  • prepares technical documentation, progress reports, and inputs to programme steering processes.
  • organizes and facilitate learning events, field visits, and stakeholder exchanges.
  • travels within Egypt (and if necessary, abroad), in accordance with programme’s requirements.

3.     Knowledge management

The Water Sector Management Advisor

  • compiles information on Output 1 and programme activities and ensures knowledge share to internal and external stakeholders.
  • provides the consultants with relevant material on programme implementation.
  • develops ready-to-use technical concepts, including guidelines, manuals, and procedures.
  • draws up reports and presentation documents.
  • prepares appropriate input to the annual reports and contributes to other reports required by the Head of Component, the GIZ Head Office and the commissioning parties.
  • contributes to articles and notes of relevance for GIZ-publications, in coordination with the Head of Component.

The Water Sector Management Advisor

  • provides English – Arabic translations for the relevant technical documents in relevant cases.
  • performs other duties and tasks at the request of the management.

C.   Required qualifications, competences, and experience

Qualifications

  • University Degree (BSc/MSc) in electrical/mechanical/civil or environmental engineering.
  • Proven track record working with national authorities in the water sector.

Professional experience

  • At least 10 years of experience in the field of water and wastewater management sector.
  • Practical experience working with business plans and performance indicators
  • Deep knowledge of NRW-methods, ideally in conjunction with digital tools.
  • Knowledge with the components and the operation of water treatment and distribution systems.
  • Knowledge with sewerage/drainage systems, wastewater treatment plants and sludge treatment.
  • Experience in preparing ToRs, supervising consultants, and implementing development cooperation projects with a capacity-building component.
  • Professional experience in the field of international development cooperation and implementation of donor-funded water programmes.

Other knowledge, additional competences

  • Strong analytical, planning, reporting and communication skills.
  • Excellent coordination and stakeholder management skills.
  • Proactive, solution- and results-oriented.
  • Team compatible and cooperative.
  • Fluent in written and spoken Arabic and English language, knowledge of German language is a plus.
  • Good IT skills and familiar with standard software applications.
  • Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management.
  • Readiness to travel and conduct site visits within governorates in Egypt.
