  1.  The Government of the Republic of South Sudan (GRSS), represented by the Ministry of Water Resources and Irrigation (MWRI) with the World Bank is implementing the Regional Climate Resilient Program (RCRP) (P180171) and formulating the South Sudan National WASH Project (NWP; P505316) to be financed with a grant from the International Development Association of the World Bank. The MWRI intends to apply a portion of these funds to hire a Senior WASH Engineer for the National WASH Project (NWP).
  2. The objective of the assignment of the Senior WASH Engineer is to support the PIU to develop, manage, supervise and ensure that the technical solutions, designs and technical feasibility studies, technical specifications are in line with safety standards and regulation and to ensure the sustainability of proposed interventions for both water supply and sanitation infrastructures and hygiene promotion.

  4. The Ministry of Water Resources and Irrigation (MWRI) through the Regional Climate Resilience Program now invites eligible individual consultants to indicate their interest to provide this Service. Interested individuals should provide information demonstrating that they are qualified to perform the Services (attach curriculum vitae (CV), Copies of documentary evidence of academic qualifications, Membership of internationally recognized professional body / bodies, etc).  The shortlisting criteria will consider the requirements mentioned in the TOR, including:
    • Bachelor Degree in Civil Engineering, Water resources engineering, Geology or another related field. 
    • Master’s Degree in water and sanitation, water resources engineering, hydrogeology or other water related fields. Project Management is an added advantage.
    • Over fifteen (15) years of relevant professional experience in water and sanitation, specially, planning, design and implementation of water and sanitation infrastructures,
    •  Experience in project management, coordinating stakeholders, budgeting and ensuring compliance with regulations
    • Experience in working with World Bank funded projects, or other international funding institutions such as the African Development Bank, Asian Development Bank, etc.
    •  At least successfully managed 3 different projects funded by the World Bank, AfDB or other Development Partners, in the field of water resources/ water and sanitation, with budget ceiling not less than (30,000,000 USD)
    • Exposure to the development work with international organizations and a range of stakeholders is an advantage.
    • Demonstrated knowledge and understanding of international good practice for identification, management and monitoring of E&S risks related to infrastructure projects;
    • Demonstrated experience conducting assessment and management of environmental impacts in a development/humanitarian organization, Government agencies and/or private firm.
    • Familiarity with World Bank policies and procedures will be advantageous
    • Knowledge and experience managing water or environment projects in South Sudan or other eastern Africa countries will be an added advantage.
  5. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Seventh Edition September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Any false declaration will result in disqualification.

6. An Individual Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the Procurement Regulations. Government officials or civil servants of the Republic of South Sudan will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advertisement; and (ii) their employment will not create Conflict of Interest. An invitation to an oral interview will follow for shortlisted candidates.
