REQUEST FOR EXPRESSION OF INTEREST

(CONSULTING SERVICES-INDIVIDUAL SELECTION)

1. Background

The Government of the Republic of South Sudan, through the Ministry of Water Resources and Irrigation (MWRI), is implementing the Regional Climate Resilience Program for Eastern and Southern Africa – Phase 1, with support from the World Bank. The Ministry is also preparing the South Sudan National WASH Project (NWP – P505316), which aims to improve access to water supply, sanitation, and hygiene (WASH) services in selected areas of South Sudan, including refugee-hosting communities.

Both projects are managed under a joint Project Implementation Unit (PIU), and require technical assistance to ensure effective environmental risk and impact management, in compliance with the World Bank’s Environmental and Social Framework (ESF) and national legislation.

1. Objective of the Assignment

The MWRI now seeks to engage a qualified Environmental Officer (Individual Consultant) to support the PIU in managing environmental safeguards and risks related to the implementation of the NWP and RCRP projects.

The Environmental Officer will assist the Senior Environmental Specialist in developing and monitoring environmental safeguard instruments and ensuring that project activities are implemented in full compliance with the ESF and national environmental requirements.

2. The Ministry of Water Resources and Irrigation through the Regional Climate Resilience Progam now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested individuals should provide information demonstrating that they are qualified to perform the services (Attach curriculum vitae (CV), Copies of documentary evidence of academic qualifications, Membership of internationally recognized professional body / bodies).  The shortlisting criteria will consider the requirements mentioned in the TOR, including: 

1. Bachelor’s degree in Environmental Sciences, Environmental Engineering, Natural Resources Management, or a related field.
2. At least five (5) years of relevant experience in environmental impact assessment and monitoring, particularly for water or infrastructure development projects.
3. Experience working on World Bank or other donor-funded projects is highly desirable.
4. Strong understanding of environmental risk management and World Bank ESF.
5. Excellent reporting and analytical skills.

1. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” First Published July 2016 and revised Seventh Edition September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
2. An Individual Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the Procurement Regulations. Government officials or civil servants of the Republic of South Sudan will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; and (ii) their employment will not create Conflict of Interest. An invitation to an oral interview will follow for shortlisted candidates.
