The Government of the Republic of Angola (GoA) has received financing from the World Bank and the French Agency of Development (AFD) toward the cost of the Second Water Sector Institutional Development Project (WSIDP-2) and the Bita Water Supply Project and intends to apply part of the proceeds to finance consulting services.

The consulting services (“the Services”) include supporting EPAL, E.P – Empresa PĂșblica das Águas de Luanda, in the implementation of the Bita Water Supply project. The Senior Social Specialist will assist EPAL in ensuring that all social safeguard aspects of the Bita Project are effectively managed and properly documented, in full compliance with applicable environmental and social safeguard policies and standards.

The Social Senior Specialist is expected to build the capacity of EPAL staff in the implementation of Social Safeguards, with particular focus on the Grievance Redress Mechanism (GRM), resettlement, social accountability, community outreach and citizen engagement, and Sexual Exploration and Abuse and Sexual Harassment (SEA/SH) prevention and mitigation Moreover, the Social Safeguards is expected to assist EPAL in providing assurance to the lenders, the guarantors (IBRD, AFD-France), and the Government, that the Project is compliant with applicable WB safeguards policies and with national safeguards requirements under Angolan law.

The contract is expected to start on February 2026. The duration for the engagement will be a one-year period with possibility for extension upon satisfactory performance.

The Consultant must have at least the following qualifications:

  1. Bachelor’s degree in Social Sciences such as Sociology, Social Development, Development Studies, or other relevant fields; a postgraduate degree in a related field is an advantage.
  2. At least 10 years of experience in social management and project monitoring in the water and sanitation sector or similar large infrastructure projects.
  3. Specific experience in the following areas would be an advantage:
  • Social assessment methods and social risk and impact management;
  • Proven track record in preparing and supervising ESIAs, ESMPs, RAPs in line with WB Safeguard Policies and Angolan Presidential Decree 117/20.
  •  Assessment/Preparation of ESIAs, ESMPs, SEPs, RPFs, and RAPs.
  1. Prior experience working with international financial institutions is required.
  2. Familiarity with the Government of Angola’s standard procedures and practices regarding infrastructure construction projects is an advantage
  3. Fluency in Portuguese (written and spoking) and working knowledge of English is essential.
  4. Proficiency in computer applications relevant to social management and project monitoring is required.

The Financial and Contract Management Unit (FCMU-WB/AFD) of the Ministry of Energy and Water (MINEA) now invites eligible individual consultants to indicate their interest in providing the services. Interested individual consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, etc.).

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.  

A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
