Job Description and Requirements
The GIZ Jordan Project “Water Sector Governance” is seeking to hire a “Water and Sanitation Advisor – Focus: Water Sector Modernization & Regulation” for a full-time base employment.
The Water Sector Governance Project, funded by BMZ and implemented by GIZ, focuses on the implementation of the principles of good governance to support advanced water governance and improve the population’s trust in the Jordanian water sector. The project addresses immediate concerns but also paves the way for sustainable long-term solutions by determining the optimal use of available resources. With a focus on inter-institutional collaboration, the project strives to foster a governance environment that encourages informed decision-making and promotes responsible resource allocation. By this, the project seeks to contribute to the overall resilience and development of Jordan’s water sector.
Qualifications and Specialist Knowledge
- Advanced university degree (Master’s or equivalent) in Economics, Business Administration or Water Resources Management or Engineering in water or wastewater.
 - Extensive work experience (at least 10 years) in institutional reform, modernization & regulation.
 - Experienced in water legislations, performance, and working framework.
 - Experienced in performance-based approaches, public sector governance, and sector financial models and financing mechanisms.
 - Ability to work in a multicultural and multi-stakeholder environment.
 - Proficient in English (spoken and written).
 - Proficient in MS Office and digital collaboration tools
 - Experience working with development cooperation organizations.
 
Main Responsibilities
- Advise on reform and restructuring of the water sector in line with the Economic Modernisation Vision and the Public Sector Modernisation Roadmap. Advise on the monitoring role of water sector over the water service providers.
 - Conduct a comprehensive functional review, identify the legal frameworks, organizational structure and the functional responsibilities and follow up implementation.
 - Develop the governance and coordination matrix for the water sector and follow up implementation.
 - Advise on the development and implementation of the regulatory framework for the water sector.
 - Support the development of performance standards and financial benchmarks to strengthen performance monitoring of the water sector.
 - Prepare and monitor the operational plan for the modernization and regulation component in coordination with counterparts, ensuring achievement of project objectives.
 - Coordinate with relevant departments of partner institutions and ensure alignment with inputs from development partners and donors.
 - Prepare ToRs and specifications for procurement; oversee contributions of consulting firms, ensuring quality and timely delivery of outputs.
