The Government of Mozambique, represented by the Maputo Municipal Council has received financing from the World Bank, toward the cost of the Maputo Urban Transformation Project and intends to apply part of the proceeds for consulting services for Preparation of Studies to Update the Drainage and Sanitation Master Plan of the Municipality of Maputo.
The Consulting Services (“the Services”), will assist the Client in producing the following outputs: (i) Provide insight into Maputo’s existing drainage and wastewater networks, their historic development and problems and shortcomings currently associated with these. This includes mapping their coverage in Maputo; (ii) Provide an overview of existing studies and recent investments realised and planned in Maputo’s drainage and sanitation network; (iii) Provide a technical analysis of the drainage solutions proposed in the Maputo Metropolitan Sanitation and Drainage Plan (2015), the Downtown Maputo Drainage Rehabilitation Project (2024) and the Partial Downtown Urbanization Plan (2014); (iv) Achieve a thoroughly completed set of data to support the project by collecting data on land use, overlying city characteristics, city plans, topography, existing drainage and wastewater system and its geometric description, hydrometeorological data, demographics, economics, geographic and environmental features, relevant agencies and their regulations and all other data relative to the preparation of the Drainage and Sanitation Master Plan for the Municipality of Maputo. Monitor and survey additional data, as needed; (v) Based upon hydrological/hydrodynamic modelling including risk assessments, arrive at an in-depth understanding of the functioning of Maputo’s drainage system with respect to flooding and develop a vision on how this system should be developed further in the next 25 years, taking into consideration climate change aspects, expected urban developments and design standards and regulations to be applied; (vi) Engage Maputo’s society by developing a Stakeholder Engagement Plan, to provide insight into all parties relevant to the further development of Maputo’s stormwater and wastewater management system. Specify Stakeholders’ roles, responsibilities and their approach; (vii) Arrive at a cost-effective and prioritized investment plan for Maputo’s drainage and sanitation system for the next 25 years, for which its implementation would provide an appropriate level of protection against stormwater flooding and is acceptable from a health perspective; (viii) Advise the MoM on possible improvements in the institutional arrangements related to urban stormwater and wastewater management considering that these domains have cross cutting responsibilities across many institutions and citizen representations.

The Maputo Municipal Council now invites eligible consulting firms to express their interest in providing the Services. Interested Consultants shall provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: (i) track record in carrying out technical assistance and consultancy services on drainage and sanitation management, protection and DRM, civil engineering, hydrology, hydraulics and hydraulic engineering, water resource management, urban development, economics and project management (ii) proven experience in planning, implementation and management of programs related to urban drainage and sanitation management, stakeholder engagement and consideration of safeguards and procurement aspects (iii) Expertise in flood risk management, hydrology and hydraulic engineering, drainage and sanitation, meteorology, mathematical modelling, safeguards, economy, etc.; (iv) Demonstrated capacity to deliver technical tools that are acceptable and valued by the sector agencies in past projects, and that will be applied and form the standard for the future applications in Maputo. Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.13, 3.15, and 3.16 of the World Bank’s “Procurement Regulations for IPF Borrowers”, 6th Edition, February 2025, setting forth the World Bank’s Policy on Conflict of Interest.
Consultants may associate with other firms to enhance their qualifications and shall indicate clearly whether the association is in the form of a joint venture or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost-based Selection (QCBS) method set out in the Procurement Regulations.
