Job Profile

Under the direction of the Water Planning & Project Delivery Branch Head, the Technologist 1 – Water Planning provides technical assistance related to the planning and development of the regional water supply and distribution system through the use of hydraulic analysis and modelling, the review of construction drawings, and the ongoing monitoring of the water distribution system, so that the service provided to all customers is at both expected and acceptable standards.

As the Technologist 1 you will:

  1. Maintain and analyze the water consumption database by updating the records on an annual basis with the most current billed water records and perform queries to identify changes in water consumption patterns.
  2. Coordinate and assist with responses to requests for information by public, media, other municipalities or elected representatives.
  3. Carry out field-testing including hydrant flow tests, pressure monitoring, and other investigations and inspections, as required.
  4. Assist with the administration of the water main cleaning program.
  5. Assist with the preparation of annual water consumption summary reports.
  6. Assist with the development, calibration and update of hydraulic models of the water supply and distribution systems.
  7. Perform hydraulic modeling assignments as required.
  8. Assist with the review of proposed construction drawings in close proximity to water infrastructure. 
  9. Assist in the delivery of capital projects.
  10. Perform other related duties consistent with the classification, as assigned.

Your education and qualifications include:

  1. Must be a graduate in Engineering Technology (Technologist Diploma –Municipal preferred) from a recognized Institute of Technology, such as Red River College.
  2. Must be eligible for membership in C.T.T.A.M. (Certified Technicians & Technologists Association of Manitoba) as a Certified Engineering Technologist (C.E.T.) or Certified Applied Science Technologist (A.Sc.T.)
  3. A minimum of three (3) years’ experience in a field directly related to the duties of the position.
  4. Knowledge of municipal water infrastructure and its operation.
  5. Demonstrated proficiency in computer use and a familiarity with a variety of engineering, spreadsheet, and word processing software packages and their applications.
  6. Knowledge and ability to use Geo Media or similar GIS program.
  7. Knowledge of the Department’s Design Guidelines, the City’s Standard Construction Specifications, and By-Laws.
  8. Ability to perform independent studies, plan, gather field data, and complete analysis with minimal supervision.
  9. Basic knowledge of water main cleaning principles.
  10. Demonstrated ability to communicate effectively verbally and in writing. Must be able to write and complete accurate reports, understand and execute verbal and written instructions.
  11. Demonstrated ability to establish and maintain positive working relationships with employees at all levels of the organization, external contacts and the public, in accordance with the Respectful Workplace Standard.
  12. Knowledge and understanding of the occupational hazards, safety precautions, regulations and procedures applicable to the area of work.

  5. The successful applicant may be required to provide a vehicle for transportation while on City business, subject to the terms and conditions of the City Transportation Policy.
  6. If the successful applicant is a Technologist 1 requesting a lateral transfer, the vacancy may then occur in the area vacated and applications may be considered for the resulting vacancy. If the resulting vacancy occurs in an area to which any applicant does not wish to move their application may be withdrawn.
  7. The successful applicant will be required to complete job specific training required for this position as directed.
