  1.  The Government of the Republic of South Sudan (GRSS) represented by the Ministry of Water Resources and Irrigation (MWRI) is implementing a-5 years (2023-2028) Regional Climate Resilience Program (RCRP; P180171), financed by International Development Association (IDA) of the World Bank. Further, the GRSS, through the MWRI is preparing the South Sudan National WASH Project (NWP; P505316), to be financed with a grant from the International Development Association of the World Bank. The MWRI intends to apply a portion of these funds to hire a Senior Environmental Specialist for both Projects.
  2. The objective of the assignment of the Senior Environmental Specialist is to ensure that all civil works and other related activities under both Projects are undertaken in full compliance with the Projects’ Environmental and Social Management Framework (ESMF) and World Bank Environmental and Social Standards (freely available for consultation at: https://www.worldbank.org/en/projects-operations/environmental-and-social-framework/brief/environmental-and-social-standards)

  4. The Ministry of Water Resources and Irrigation (MWRI) through the Regional Climate Resilience Program now invites eligible individual consultants to indicate their interest to provide this Service. Interested individuals should provide information demonstrating that they are qualified to perform the Services (attach curriculum vitae (CV), Copies of documentary evidence of academic qualifications, Membership of internationally recognized professional body / bodies).  The shortlisting criteria will consider the requirements mentioned in the TOR, including:
    1. A master’s degree in environmental sciences, engineering or natural sciences. A PhD qualification will be an added advantage.
    2. Minimum of 10 years of full-time relevant professional experience in environmental and social impact assessment and environmental monitoring for infrastructural development projects in the water sector Membership of internationally recognized professional body / bodies.
    3. Exposure to the development work with the international organizations and a range of stakeholders is an advantage
    4. Demonstrated knowledge and understanding of international good practice for identification, management and monitoring of E&S risks related to infrastructure projects.
    5. Ability to synthesize and analyze environmental information and data from a range of sources and for the perusal of decision-makers
    6. Demonstrated experience in conducting assessment and management of environmental impacts in a development/humanitarian organization, Government agency and/or private firm.
    7. Familiarity with World Bank policies and procedures will be advantageous
    8. Familiarity with the GRSS environmental and social policies will be an added advantage
    9. Experience working in conflict-affected situations (FCS) will be an added advantage
  1. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Seventh Edition September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Any false declaration will result in disqualification.
  2. An Individual Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the Procurement Regulations. Government officials or civil servants of the Republic of South Sudan will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; and (ii) their employment will not create Conflict of Interest. An invitation to an oral interview will follow for shortlisted candidates.
  3. Each Individual Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the Procurement Regulations.
