The Republic of Uzbekistan has applied for financing from the World Bank toward the cost of the “National Irrigation and Energy Efficiency Improvement Project” and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include project implementation, preparing detailed design and bidding documents, construction supervision and quality control. The Consulting Firm (“the Consultant”) will support in project implementation including environmental management,
The National Irrigation and Energy Efficiency Improvement Project aims to modernize the main irrigation infrastructure of six irrigation schemes in five regions of Uzbekistan (Surkhandarya, Kashkadarya, Bukhara, Namangan, and the Republic of Karakalpakstan). These efforts are expected to improve the irrigation conveyance efficiency of primary canals thereby improving irrigation service delivery across 232,000 hectares and benefiting 179,000 water users
The assignment’s detailed Terms of Reference (TOR) are attached to this Request for Expressions of Interest (REOI).
The Center for Implementation of Foreign Investment Projects in the Water Sector (“the Center”) now invites eligible Consulting Firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The Shortlisting Criteria includes but is not limited to:
- Technical Competence (experience in preparing detailed design for irrigation infrastructure (canals and structures), preparation of bidding documents, procurement management, construction supervision, and project management/implementation in the water sector, in a similar nature, scope, and amount of this consulting assignment (in case of a JV, the Lead Member shall provide)); and
- Geographical Competence (the Firm’s country experience and regional (CIS countries) experience in the water sector).
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) Method set out in the Procurement Regulations.
