Context
Jal Seva Charitable Foundation (JSCF) is registered in India as a not-for-profit company under Section 25 of the Companies Act, 1956. JSCF is an associate member of WaterAid International and uses the brand name ‘WaterAid’ in India. WaterAid‘s mission is to transform the lives of the poorest and most marginalised people by improving access to safe water, sanitation, and hygiene. WaterAid India’s goal is to “Make Water, Sanitation and Hygiene (WASH) poverty history in the country”.
WaterAid began working in India in 1986. WaterAid India (WAI) focuses on the poorer states to better target India’s most vulnerable communities. The head office is in the nation’s capital, New Delhi. WaterAid India also has State Programme Offices in Bhopal, Raipur, Bhubaneswar, Bengaluru, Hyderabad, Patna, and Lucknow. We currently work in 11+ states across the country.
In Bihar, we are working in 50 Gram Panchayats of four districts, namely Bhagalpur, Buxar, Gaya, and Madhubani, ensuring climate-resilient, safe, and sustainably managed assured drinking water access in rural households, safely managed sanitation services in rural habitations, and integrated water, sanitation, and hygiene services in selected urban settlements.
The core focus of WaterAid’s intervention in working with deprived households involves a community-focused approach and a community-based planning approach. Women members from the community form an important component of WAI’s intervention, as Women members lead the way in community planning, implementation, and water quality testing surveillance system.
Under the Lohiya Swachh Bihar Abhiyan (LSBA) – Swachh Bharat Mission (Gramin) Phase II, the Government of Bihar aims to strengthen sanitation and Liquid Waste Management (LWM) in rural areas. This initiative focuses on participatory planning to ensure community ownership and sustainable solutions.
Objective of the Assignment
To engage a consultant to facilitate Participatory Rural Appraisal (PRA) activities and support the development of village-level LWM plans in one Gram Panchayat (4–5 villages) in Simri block in Buxar district, Bihar.
Scope of Work
The consultant will:
- Mobilize communities and stakeholders.
- Conduct PRA activities including mapping, transect walks, and FGDs.
- Prepare participatory village-level LWM plans aligned with LSBA- SBM-G guidelines.
Deliverables
- PRA and FGD documentation.
- Village maps and wastewater hotspot identification.
- Sample LWM plans for each village.
- Final consolidated report with recommendations.
Qualifications and Experience
- Proven experience in PRA and rural sanitation.
- Familiarity with LSBA and SBM-G guidelines.
- Strong facilitation and communication skills.
- Experience working with marginalised communities.
Reporting
The consultant will report to the designated Programme Coordinator, WAI Bihar Office and coordinate with District Office Buxar, Gram Panchayat representatives and stakeholders.
Terms of payment:
- The payment will be done as per the completed assignment after acceptance of the deliverables and all suggestions are incorporated in the final document. (maximum of 3 reviews of suggestions).
- No other payment or reimbursement, such as travel or any allowance, will be considered.
- The payment will be made after final acknowledgement of submission within 30 days.

Scoring Notes:
- Minimum qualifying score: 70 out of 100
- Proposals will be evaluated by a panel using the above rubric.
- Shortlisted candidates may be invited for an interview or presentation.

Selectionprocess
- The applications would be shortlisted based on qualification criteria and experience.
- Applicants who have completed the successful assignment with WaterAid India would be preferred in shortlisting due to his/her prior experience of work in the organisational culture.
- The amount quoted and experience in carrying out the task would be considered by the Procurement team, and a contract to be signed for 40 days.
Other
- The consultant will be expected to adhere to WAI’s Safeguarding, POSH and Child protection policy and have to obtain consent from the respondents during FGD interviews/photography.
