Objective and Purpose of the Assignment
Background and the main outputs are: The aim of the project will enhance livability and economic
competitiveness in three secondary cities of Uzbekistan, namely the cities of Djizzak, Havast, and
Yangiyer, which have experienced slow growth due to the COVID-19 pandemic. The project will support
strategic investments in municipal infrastructure and will also provide a capacity development program
to improve sustainability, operational efficiency, and services delivery. Investments include green,
community-centered infrastructure including a new public park with a multifunctional community center in
Havast, a public greenway and two-story visitor center in Khiva featuring Uzbekistan’s first digital
museum with a Silk Road theme. It will also support the development of water supply transmission and
distribution networks with climate-smart water saving technologies in Djizzak and improved solid waste
management in all three cities. The project supports the government’s national development strategy and
policies for sustainable urbanization
Scope of Work
The Construction Water/Civil Engineer will undertake the role of the Engineer (as the employer’s
representative), the Team Leader as defined in the conditions of contracts. He will take responsibility
for all construction supervision and equipment supply related tasks to be carried out by Contractors
(mobilization, initial site clearing, purchase of materials, small initial works in parallel with the
design activities, construction implementation etc.).
Detailed Tasks and/or Expected Output
• Act as the Engineer and/or Team leader under the FIDIC Conditions of Contract, overseeing construction
implementation, contract administration, and the certification of contractors’ interim and final payment
certificates in accordance with contractual obligations and in compliance with sound engineering
practices;
• Take full responsibility for overall project management, including planning, coordination,
construction supervision, quality assurance, and timely implementation of civil works in accordance with
the approved working documentations, specifications, and work schedules.
• Manage the performance and provide guidance to the project implementation unit and other national and
international experts involved in the project, including but not limited to detailed design firms,
construction supervision engineers, safeguard specialists, construction coordinator, GIS specialists,
procurement specialists, and administration officer.
• Ensure effective contract management, including monitoring contractor performance, overseeing the
terms and conditions of the contract compliance, managing claims and variations, and advising the
Employer on dispute resolution and mitigation of contractual risks.
• Support the PIU in carrying out procurement activities of remaining packages including finalizing the
bidding documents, BOQs, IFB, addressing and responding to ADB comments, evaluating the technical and
financial proposal, preparation of BER, and responding to ADB comments on BER etc. and supporting
contract negotiation, and contract award.
• Provide hands-on training and capacity building to PIU staff and relevant stakeholders on best
practices in construction management, contract supervision, documentation, and quality control systems.
• Support the preparation and timely submission of Project Completion Reports, quarterly and annual
progress reports, and other deliverables (social and environmental safeguard reports) required under the
project, ensuring accuracy, clarity, and alignment with ADB reporting formats.
• Develop, review, and regularly update the Project Implementation Schedules, coordinating closely with
the PIU to align contractor activities with overall project timelines and ensure synchronization of
interdependent components.
• Monitor and ensure that construction supervision activities are being carried out as per the scope of
services, and that all construction packages are implemented in compliance with contractual obligations;
technical standards; environmental, health, and safety norms; and sound engineering practices.
• Assist the Employer in the review and finalization of variation orders, notices to the contractor, and
any other contractual documentation required for the effective administration of the works.
• Serve as the primary advisor to the Employer in assessing and resolving disputes with contractors,
including preparing technical inputs and recommendations based on contract stipulations and factual
records.
• Provide support to the Employer in all necessary preparations for testing, commissioning, and handover
of completed project facilities, including facilitation of documentation for the issuance of provisional
and final acceptance certificates.
• Continuously monitor progress against contract schedules, identify delays or deviations, investigate
root causes, and propose practical remedial measures. Maintain proper documentation of delays and
variations in the role of the Engineer, ensuring contractual accountability and transparency.
• Review and validate technical specifications, drawings, and contract conditions, ensuring compliance
with quality standards and conformity to the approved contract agreement and regulatory requirements.
• Support to PIU in the development and dissemination of a Green Infrastructure Manual, incorporating
sustainable, climate-resilient, and environmentally friendly practices for urban infrastructure under
the IUDP.
• Support the PIU in coordinating the necessary stakeholder engagements for the design of the Khiva
Visitor Center and Digital Museum, including approvals for the environmental and social safeguard
compliance. This also includes needed collaboration to scope and design the digital museography.
• Ensure the UNESCO and local cultural heritage agency agree on the proposed design for the Khiva
Visitor Center and Digital Museum, including any additional approvals required for proposed museography,
usage of artifacts or design of digital experiences by providing the necessary documentation and
communication.
• Provide strategic and technical support to the PIU to ensure full compliance with Asian Development
Bank (ADB) policies nd safeguards, including procurement, financial management, environmental and social
safeguards, and gender action plans.
• Provide other relevant guidance and outputs to government as agreed with the PIU and ADB
Minimum Qualification Requirements
He/She shall have: (i) MSc degree in Civil / hydro / sewerage technical-engineering or similar; (ii) at
least 5 years of general experience with 3 years of combined experience in construction civil, water and
sewerage projects; (iii) at least 3 years of international team leader experience for construction site
supervision consultancies and contract management in similar projects financed by ADB or other IFI;
(vii) Local language skills are desirable and English language skills are compulsory.
Minimum General Experience: 5 Years
Minimum Specific Experience (relevant to assignment): 3 Years
