Objective and Purpose of the Assignment
The objectives of this assignment are to support the Program Management Unit (PMU) of MISTI in ensuring
the effective and efficient delivery of the Program and advising the PMU on technical and engineering
aspects. A national Water Supply Specialist will be recruited to deliver the tasks specified in Section
D. The Specialist will coordinate closely with all the program consultants to ensure the deliverables of
all consultants are efficiently achieved.
Scope of Work
The Specialist will be initially engaged for 36 months across Tranche 1 and will be based at the PMU
office of MISTI. The extension of the Specialist’s contract shall be subject to satisfactory performance
and mutual agreement by both parties. The Specialist will work in close coordination with the Program
Design and Implementation Assistance Consultant (PDIAC) team and liaise with relevant departments within
MISTI. The Specialist will report directly to the Program Director and Program Manager of the PMU.
Detailed Tasks and/or Expected Output
The Specialist will carry out to the following tasks (but not limited to):
(i) Support PMU on technical and engineering tasks
(ii) Review and provides feedback on the feasibility study conducted by PIAC
(iii) Review and provide feedback on the calculation, design and drawing submitted by PIAC to ensure the
design meets the technical standard and guideline and cost effectiveness. This includes analyzing and
verifying the appropriateness (text, drawing style, arrangement) of drawing and design submitted to
MISTI for review.
(iv) Assist PMU in preparing map, CAD drawing, and conceptual design of water supply infrastructure
(v) Check and verify the cost estimation proposed by PIAC
(vi) Support the monitoring of quality control measures and reporting systems to ensure civil works
comply with and deliver high quality design and construction in accordance with the design standard and
timeline.
(vii) Assist PMU to review the request of technical variation submitted from the contractor by verifying
the quantity, cost estimate and design preparation.
(viii) Participate in the commissioning of new water supply system (substantial completion/partial
handing over), including testing, system adjustments, and transfer of operations and maintenance
responsibility to the stakeholders.
(ix) Assist PMU to review and incorporate all as-built drawings of the project in term of text, standard
of drawing, arrangement and completeness.
(x) Undertake periodic visits to project sites to review and monitor the execution of key project
activities, discuss emerging problems and likely solutions with the project team and other consultants
and provide advisory support as necessary.
(xi) Provide support to the project team on the coordination, monitoring, reporting and overall
oversight of the project implementation, in particular the construction progress including monitoring
contractor performance, quality control, and coordination with relevant stakeholders
(xii) Support preparation of project monthly progress report for technical implementation of the project
(xiii) Provide input or collect data for the preparation of the project mid-term report, if relevant.
(xiv) Participate in ADB missions and provide necessary technical supports.
(xv) Assist the project team in reviewing monthly and quarterly progress reports and ensure that all
aspects of the project are included in the reports.
(xvi) Assist in document project experiences, lessons learned and best practices and contribute to
project training and improvement on water supply engineering.
(xvii) Fulfil other duties requested by the Project Manager and Project Director.
Minimum Qualification Requirements
The Specialist shall hold a bachelor’s degree in engineering (water supply) or a related field; a master’
s degree is an advantage. A minimum of 8 years of experience in the water supply and sanitation sector,
particularly in implementing or overseeing urban water supply and sanitation projects, is required,
including at least 3 years of experience in the design and supervision of such projects. Prior
experience working on projects funded by multilateral or bilateral development partners is essential,
and experience with a water utility is preferred. The candidate should demonstrate strong project
management skills, proficiency in relevant software such as WaterCAD, AutoCAD, ArcGIS, and EPANET, and be able to use MS Project for work planning. Fluency in both Khmer and English is required, along with strong teamwork and communication skills.
