Assignment Title: Technical Study for Water Resources Development in New Capital City (IKN)

The Government of Indonesia has received financing in the amount of USD 400 million from the World Bank toward the cost of the National Urban Flood Resilience Project (NUFReP). National Urban Flood Resilience Project (NUFReP, or hereafter, the Project). The Balai Wilayah Sungai Kalimantan IV Samarinda intends to apply part of the proceeds for consultant services, namely Technical Study for Water Resources Development in New Capital City (IKN).

The purpose of this project is to develop an initial concept design in flood risk management by integrating the concept of nature-based solutions and the concept of sponge city in flood management in the IKN development area. The consultant will be assigned for approximately 18 months.  The draft of Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest.

The Balai Wilayah Sungai Kalimantan IV Samarinda, Ministry of Public Works, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The Qualifications and Experience of Key Experts shall not be included in the shortlisting criteria. Key Experts will not be evaluated at the shortlisting stage. The shortlisting criteria are:

A.        Core Business and year in Business:

At least ten (10) years’ experience in consulting  services, especially in technical assistance, feasibility study, and design and planning.      

B.        Required similar experiences :

In the last (10) years, the consultant must have successfully carried out all required experiences as follows:

  1. Having successfully completed at least ten (10) assignments as a technical consultant for conducting water resource development or flood risk management diagnostic study or masterplan or feasibility study, or other term with a similar scope of works;
  2. Preferably have ten (10) years of experience (overlapping experience will not be counted) as an Engineering Consultant (or other terms with similar scope of work) in water resources sector projects, funded by loan/grant from the World Bank or any international development partner.

C.        Technical and Managerial capability of the firm:

Availability within the firm of permanent experts or professional staff relevant to the assignment, enclosed with supporting evidence (e.g., regular payroll record/tax slips/Certificates of Employment/Employment Reference Letters, etc.). Provide the structure of the organization, general qualifications, and number of key staff. Do not provide Curriculum vitae’s of the staff. Key Experts will not be evaluated at the shortlisting stage.     

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, all members of JV should meet the criteria independently. Only the experience of JV member will be considered, experience of sub-consultant will not be evaluated.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the QCBS method set out in the Procurement Regulation, November 2020.

Interested Consultant firms are required to access the electronic procurement system (SPSE) of Ministry of Public Works (MPW) to register and to submit EOI. Expressions of interest must be submitted electronically through SPSE ICB system (http://spseicb.pu.go.id/eproc-icb/) of Ministry of Public Works latest by 3rd November , 2025, at 12.00 (local Jakarta time).
