Job Description:

Job purpose

The Construction Supervisor will oversee the planning, design, estimation, and implementation of small-scale infrastructure works under the Cash-for-Work program. The role involves supervising community workers, ensuring quality construction, providing technical support, and maintaining compliance with safety and project standards. Typical works include canal cleaning, pond construction, and retaining wall construction.

Technical & Supervisory

Conduct site surveys, prepare technical designs, drawings, and cost estimates for small-scale infrastructure projects.

Supervise daily construction activities, ensuring adherence to technical standards, timelines, and budgets.

Oversee Cash-for-Work labor teams, ensuring fair allocation of tasks and compliance with project requirements.

Provide on-site guidance to workers on excavation, masonry, concrete works, and other construction techniques.

Ensure tools, equipment, and materials are used efficiently and safeguarded.

Quality Assurance & Compliance

  • Monitor construction progress and verify that works are executed according to approved designs and specifications.
  • Implement quality control measures and carry out regular inspections.
  • Enforce safety protocols and promote safe working practices.
  • Ensure accountability and transparency in Cash-for-Work implementation

Reporting & Coordination

  • Prepare daily, weekly, and monthly progress reports.
  • Coordinate with Project Engineer, community representatives, stakeholders, and relevant line departments to ensure smooth implementation.
  • Document completed works with photos, measurements, and work records.
  • Support community mobilization and awareness on project objectives and maintenance of infrastructure.

Other

  • Ensure full compliance with WVI’s Accountability Frameworks, Safeguarding Policies, Code of Conduct, and donor requirements by actively participating in AAP mandatory trainings and integrating accountability mechanisms into all project activities.
  • Conduct meaningful AAP community engagement and sensitization during field visits, including distribution of CFM cards to beneficiaries and facilitating awareness sessions on the feedback and complaints mechanism throughout project implementation.

KNOWLEDGE, SKILL AND EXPERIENCE

Required Education, training, license, registration, and/or

Certification

Diploma or Bachelor’s degree in Civil Engineering, Construction Management, or related field.

Minimum 2 years’ experience in supervising small-scale infrastructure projects.

Strong skills in design, estimation, and site supervision.

Previous experience with Cash-for-Work or community-driven projects preferred.

Knowledge of canal cleaning, pond excavation, and retaining wall construction techniques.

Good understanding of safety standards and quality assurance in construction.

Strong communication and leadership skills for managing community workers.

Proficiency in MS Office, AutoCAD (preferred), and basic surveying tools.

Required Professional Experience

ď‚§        At least 2 years of experience in Construction Engineering. Experience in the construction of, gabion walls, protection walls, irrigation canals and water supply networks in hard-to-reach areas very essential.

ď‚§        2 years of experience in general construction, Preferred.

Required Language(s)

Fluency in English, Dari and/or Pashto, both written and spoken

Required travel and/or work environment accommodations

This position is based in Badghis with regular travel to districts
