Job Description:
Job Description Summary
To provide WASH programming in World Vision International Lesotho working directly under the Area Programme (AP) allocated. The position will lead operationalization and implementation of all the WASH interventions in the Area Programme and community focusing on diverse WASH interventions described in IPFs and AP plans.
1. Technical Leadership and Support (10%) Overall responsible for the technical implementation of WASH Programmes, projects activities in AP level. Ensure that the WASH Programmes and projects are implemented with regular liaison with local level stakeholders. Support the field team on technical and regular revisions to, and in compliance with, community agreements for implementation of the WASH programme/Projects and Grants.
2. Technical Expertise (20%) Lead, participate and provide day to day hands-on technical support and facilitate capacity-building initiatives for communities and stakeholders in the Area Programme on diverse WASH interventions described in IPFs and AP plans.
• Support needs assessments, reviews and provide WASH technical input to the entire AP log-frame and Plan implementation to ensure the achievement of the Child Well-Being Targets. Provides Technical Advice to the all-AP staff, Grants staff and Integrated Cluster Manager on WASH interventions and tracking of the WASH indicators.
3. Grants/Projects implementation (10%) Technically support and contribute to the implementation of WASH grants and projects, including participation in developing grant proposals, log frames, monitoring and evaluation plans and budgets in line with the IPFs and AP Plans.
4. Capacity Building (20%) Facilitate and conduct WASH related programmes, projects and community trainings as per the AP Plan and log-frame including the volunteers, communities, Church and Government partners and other partners in WASH issues.
• Implement capacity building interventions through innovative practices,
methodologies or concepts in World Vision International Lesotho WASH
programmes.
• Provide targeted trainings, tools and resources on a regular basis to facilitate
timely and quality delivery of programmes and related Grants/Projects
5. Monitoring, Evaluation& Planning (10%) Support WASH programs planning, monitoring, evaluation, and reporting processes, with development of tools that can facilitate effective implementation and quality of integrated project deliveries. Ensure availability of qualitative and quantitative WASH
data and information for input into Horizon.
6. Mainstreaming and Integration (10%) Ensure the mainstreaming of cross-cutting themes in all World Vision International Lesotho WASH programmes, in particular the integration of Integration Health and Nutrition, Child Protection, F&D, WASH, Economic Inclusion, Advocacy, Disability, Gender, ENOUGH Campaign, Disaster and Emergencies, Risk management etc.
• Ensure focus on Child Well-being outcomes, in particular the WASH outcomes, in all WASH programs, projects and grants.
• Participate in all children platforms including Registered Children (RC’s) and the most vulnerable, mapping and monitoring processes in communities to ensure participation of children (including RC and the most vulnerable) and their families in Cluster activities.
7. Partnerships and Networking (10%)
• Establish and maintain prominent visibility of World Vision International Lesotho on all WASH platforms at the AP level leading to World Vision International Lesotho’s potency to advocate on issues relating to Child Well-Being.
• Pursue, develop and maintain meaningful and formal partnerships with District Government Authorities, NGO’s, CSOs research institutions and the community leadership and stakeholders that will compliment WVL WASH program.
8. Advocacy and Organizational Learning (5%) Establish and maintain an accurate and
up-to-date dashboard of all programme documents, resources, lessons and good practices, and facilitate their circulation and use within the NO, across the partnership and with partners.
9. Integrated Programme Management (5%)
• Overall responsible for the Technical implementation of WASH Programmes, projects activities in AP level working together with all the sectors and projects planning, implementation and reporting at AP level more specifically Integrated Health and Nutrition and Child Protection programmes.
• Ensure that the programme is implemented with regular liaison with local level stakeholders.
• Support the field team ion technical and regular revisions to, and in compliance with, community agreements for implementation of the Health and Nutrition programme/Projects and Grants.
• Audit and Risk Assessment recommendations in WASH, projects and their
impact areas within the AP level.
Qualifications and Experience
• Bachelor’s Degree in Engineering/BSc in Environmental Management, Environmental Health Management, Public Health in WASH, WASH in Community with at least two (2) years of experience in providing technical support and implementation of WASH Programs/ projects.
OR
• Diploma in Engineering/Diploma in Environmental Management, Environmental Health Management, Public Health in WASH, WASH in Community or related with at least four (4) years of experience in providing technical support and implementation of WASH Programs/ projects.
*Previous knowledge on working with the Ministry of Natural Resources and the Department of Rural water Supply (DRWS) is an added advantage.
Technical Skills & Abilities:
o Fluency in English.
o Strong project management skills and good understanding of the project life cycle
o Excellent understanding of Health and Nutrition best practices and life skills approaches in community development
o Experience with development project management tools such as logframes, monitoring and evaluation tools and budgets.
o Good supervision skills, including training, mentoring and supporting community staff
o Excellent written and verbal communication skills, including report-writing and formal communication skills.
o Excellent computer skills, including proficiency in MS Office, Statistical Packages and Lotus Notes (or another main email system such as Microsoft Outlook).
o Strong analytical and negotiation skills.
o Cross-cultural sensitivity, flexible worldview, and ability to work with a wide range of people from different backgrounds.
o Emotional and spiritual maturity and ability to work with a team of professionals and community leadership.
o Good understanding of Sphere relief international standards.
o Knowledge of and adherence to the Government policy on INGOs and NGOs

Working Environment / Conditions:
• Domestic Travel: 95% travel with the Area Program and related project areas is required.
• On call: 5% In emergency situations, the position will be required to be on-call.
