Job Description:

Purpose of the position

The purpose for this role is to provide designing, engineering support and oversight in the implementation of engineering contracts, construction and establishment of water supply, sanitation and hygiene infrastructure and systems. The position will also work closely with the with Integrated Health and Nutrition programmes and DMEAL while also supporting all WASH projects to align to the National Office IPFs and new strategy.

Key Outputs/Responsibilities

1. Engineering Leadership and Management 20%

Provide overall responsible for the designing, technical support and oversight in the implementation of engineering contracts, construction and establishment of water supply, sanitation and hygiene infrastructure and systems implemented by WVL under WASH programme/projects and grants.

  • Oversee construction engineering processes for all WASH projects, lead thedesign of appropriate and sustainable WASH and other infrastructures andconduct the assessment, actual measurement and engineering study of WASHand other WVL’s infrastructure in APs and at the project sites
  • Participate in all relevant donors and partners meetings to support withengineering expertise and meeting the quality standards.
  • Ensure all projects are duly initiated in a timely manner and develop aportfolio management system to help on time completion of all WASH andInfrastructure projects.

2. Engineering Expertise 25%

Lead, participate and conduct needs assessments and develop alternative sustainable design solutions for WASH infrastructure and services and identify suitable project sites.

  • Prepare design specification documents, layouts, bills of quantities and tenderdocuments for WASH infrastructure project sites.
  • Support the review of WASH Infrastructure designs prepared by all WASHTechnicians and or implementing partners and ensure compliance withGovernment of Lesotho and WVL standards and technical specifications.
  • Participate in the review of technical proposals and or financial bids submitted byservice providers (contractors) and develop technical bid analyses forpresentation to the Procurement Committee.
  • Perform engineering design and scientific and cost calculations, performs designwork, preliminary analysis.
  • Carry out engineering survey works, and revise engineering designs to “suit”depending on site conditions so that construction project as implemented shouldmeet design specs and sustainability requirements.
  • Design water schemes, such as gravity fed water schemes or other water supplytechnologies and associated structures, such as pumping stations, pipe work, andearthworks.
  • Ensure that GEDSI and climate resilience effectively integrated into allinfrastructure and projects designs

3. Grants/Projects implementation 5%

Technically support and contribute to theimplementation of WASH grants and projects.

  • Participate in the developing grant proposals, log frames, monitoring andevaluation plans and budgets in line with the IPFs and donor’s specification.
  • Conduct projects feasibility to inform Go or No Go of the infrastructureprojects.

4. Capacity Building 10%

Facilitate and conduct WASH engineering related andcommunity trainings as per the IPFs and AP Plans.

  • Train WVL staff and partners in best-practice WASH and construction modalitiesand approaches.
  • Facilitate awareness raising of staff, contractors and partners in key Constructionstandards to ensure that all infrastructure meet all engineering standards.
  • In collaboration with Quality Assurance and Program Design Unit train WASH &Infrastructure staff and partners in design, reporting, monitoring and evaluation
  • Implement capacity building interventions through innovative practices,methodologies or concepts in World Vision International Lesotho WASHprogrammes.
  • Provide targeted trainings, tools and resources on a regular basis to facilitatetimely and quality delivery of programmes and related Grants/Projects

5. Monitoring, Evaluation & Planning (10%

Support and participate in WASH programs planning, monitoring, evaluation, and reporting processes, with development of tools that can facilitate effective implementation and quality of integrated project deliveries. Ensure availability of qualitative and quantitative WASH data and information for input into Horizon.

  • Hold regular progress meetings with contractors to review projectperformance and address challenges to implementation.
  • Monitor and review the quality and progress of implementation of WASHInfrastructure projects to ensure that projects are implemented withinscope, time and budget.
  • Conduct field and project site visits to assess performance of WASHInfrastructure to either recommend for the rectification of defects and or tocertify for payments, commissioning and handover.
  • Develop monitoring tools for different types of projects and attendantmonitoring schedules
  • Perform field investigations, inspections and design analysis for surface,ground water, piped water projects and all other constructions by WVLesotho office.

6. Documentation and Reporting 10%

Review reports submitted by contractors and or service providers including capacity test and water quality test and make recommendations.

  • Prepare and submit progress reports on time.
  • Participate in the documentation of best practices in WASH infrastructuredevelopment, sustainable operation and maintenance.
  • Present technical data or project results to both technical and non-technicalclients and colleagues
  • Present construction project progress updates to the technical project’smanagers and the Programs team.

7. Mainstreaming and Integration 5%

Ensure the mainstreaming of cross-cutting themes in all World Vision International Lesotho WASH infrastructure and construction projects, in particular the integration of Integration Health and Nutrition, Child Protection, F&D, WASH, Economic Inclusion, Advocacy, Disability, Gender, ENOUGH Campaign, Disaster and Emergencies, Risk management etc.

  • Ensure focus on Child Well-being outcomes, in particular the WASHinfrastructure and construction outcomes as indicated in the IPFs, in all WASHprograms, projects and grants.
  • Participate in all children platforms including (RCs and the most vulnerable)mapping and monitoring processes in communities to ensure participation ofchildren (including RC and the most vulnerable) and their families in WASHinfrastructure and construction at Cluster and APs activities.

8. Partnerships and Networking 5%

Establish and maintain prominent visibility of World Vision Lesotho on all WASH platforms at the National, Cluster, AP and community level leading to World Vision International Lesotho’s potency to advocate on issues relating to WASH and Child Well Being.

  • Pursue, develop and maintain meaningful and formal partnerships withDistrict Government Authorities, NGO’s, CSOs research institutions and thecommunity leadership and stakeholders that will compliment WVL WASHprogram.
  • Liaise with WASH Sector and donor projects staff to provide technicalsupport.
  • Liaise with the community, local authorities and stakeholders for theireffective participation and to ensure that WASH Infrastructure projectscomply with local by-laws and regulations.
  • Liaise with local authorities and stakeholders to ensure coordinatedsupervision of WASH related services contracted out to private sectorservice providers

9. Advocacy and Organizational Learning 5%

Establish and maintain an accurate and up-to-date dashboard of WASH infrastructure and construction projects documents, resources, lessons and good practices, and facilitate their circulation and use within the NO, across the partnership and with partners.

10.Integrated Programme Management 5%

Overall responsible for the engineering implementation of WASH Programmes, projects activities in AP level working together with all the sectors and projects planning, implementation and reporting at AP level more specifically Integrated Health and Nutrition and Child Protection programmes.

  • Ensure that the programme is implemented with regular liaison withcommunity and local level stakeholders.
  • Support the field team ion technical and regular revisions to, and incompliance with, community agreements for implementation of the Healthand Nutrition programme/Projects and Grants.
  • Audit and Risk Assessment recommendations in WASH, projects and theirimpact areas within the AP level.

Qualifications and Experience

• Master’s Degree in Water or Hydrology or Civil or Environmental Engineering with at least three (3) years of experience in providing technical support and implementation of WASH Programs/ projects.

OR

• Bachelor’s Degree in Engineering: Water or Hydrology or Civil or Environmental

Engineering with at least six (6) years of experience in providing technical support and implementation of WASH Programs/ projects.

• Experience in integrated WASH program, focus on Rural WASH program, include WASH in emergencies will be added advantage.

• Previous knowledge on working with the Ministry of Natural Resources and the Department of Rural Water Supply (DRWS) is also added advantage.

Technical Skills & Abilities:

  • Proven track record in securing funding in the field of WASH.
  • Proven experience with construction supervision, contract management, and quality assurance of WASH infrastructure.
  • Strong knowledge of WASH standards and guidelines (WVI, Sphere, WHO, national building codes, etc.).
  • Familiarity with climate-resilient infrastructure design.
  • Understanding of WASH resilience in climate context
  • Ability to influence strategies and plans of partners; both WVIV entities and any external partners.
  • Strong project management skills and good understanding of the project life cycle
  • Practical knowledge of engineering software including AutoCAD, GIS and other modelling and simulation software
  • Experience in networking is necessary.
  • Fluency in English.
  • Experience with development project management tools such as log frames, monitoring and evaluation tools and budgets.
  • Excellent written and verbal communication skills, including report-writing and formal communication skills.
  • Excellent computer skills, including proficiency in MS Office, Statistical Packages and Lotus Notes (or another main email system such as Microsoft Outlook).
  • Strong analytical and negotiation skills.
  • Cross-cultural sensitivity, flexible worldview, and ability to work with a wide range of people from different backgrounds.
  • Emotional and spiritual maturity and ability to work with a team of professionals and community leadership.
  • Good understanding of Sphere Relief International Standards.
  • Knowledge of and adherence to the Government policy on INGOs and NGOs
  • Ability to exhibit exemplary lifestyle as interpreted in specific local cultural context.

Working Environment / Conditions:

• Domestic Travel: 80% Regular internal travel to project areas is required.

• International Travel: 5% Periodic international travel will be required

• On call: 5% In emergency and disaster situations, the position will be required to be on-call
