Objective and Purpose of the Assignment

The specialist will provide implementation support to selected ongoing AFNR projects; support the timely
preparation of feasibility studies for projects in the pipeline; and ensure safeguards compliance and
procurement readiness of the AFNR pipeline projects.

Scope of Work

The international water resources and irrigation specialist will support the ADB team in (i) preparing
the project by assisting the executing and implementing agencies with advance contracting and project
implementation start-up activities; (ii) providing technical due diligence support and expert review,
guidance, and inputs regarding project preparation to ensure project readiness; (iii) support project
team in familiarizing executing and implementing agencies with ADB’s requirements; and (iv) assessing
the feasibility studies, technical specifications of the bidding documents for the procurement package.

Detailed Tasks and/or Expected Output

Overall, the international water resources and irrigation specialist’s activities are expected to
include, but not be limited to the following:

A. Project Processing:
(i) Review and assess the adequacy of the feasibility studies, and provide comments for improvement;
(ii) Review and provide comments on indicators and targets of the project design and monitoring
framework;
(iii) Review necessary documentation of proposed projects; and identify gaps in key information and data
comparing with the project goals, objectives, and component as well as ADB’s requirements;
(iv) Support due diligence activities;
(v) Review documents on irrigation system; and undertake research assistance activities for additional
socioeconomic data collection, as required;
(vi) Support the establishment of a scope on pre-feasibility study; and conduct due diligence for the
proposed projects based on the field missions and communications with the government, stakeholders, and
relevant consultants, as required;
(vii) Prepare for and accompany the project team to relevant meetings with the ministries and other
stakeholders; and provide necessary support, such as technical advice based on findings in the field;
and required inputs to the mission back-to-office report and/or aide-mémoire, related attachments, etc.;
and
(viii) Carry out other tasks to be assigned by the team leader that are relevant to project processing,
as required.

B. Project Implementation:
(i) Assist the executing agency (EA) in advance contracting and project implementation start-up
activities, such as review of advance design and bidding documents;
(ii) Review and finalize the technical specification and bill of quantities of the bidding document for
procurement packages;
(iii) Provide support in finalizing the detailed terms of reference for the EA-administered consultants
who support the project administration;
(xii) Prepare for and/or accompany the project team to relevant meetings with the ministries and other
stakeholders; and provide necessary support, such as technical advice based on findings in the field;
and required inputs in the mission back-to-office report and/or aide-mémoire, related attachments, etc.;
and
(xiii) Carry out other tasks to be assigned by the team leader that are relevant to the project
management and administration, as required.

Minimum Qualification Requirements

The specialist will have at least a university degree, preferably post-graduate degree, in water
resources, irrigation engineering, or other related fields; and have at least 15 years of work
experience, including at least 10 years of experience in development and implementation of irrigation
and water resources projects financed by ADB and/or other externally financed agencies. The specialist
is particularly expected to have experience in designing irrigation and drainage systems in the Central
and West Asia countries. Verbal and written understanding of Azeri, Turkish, and/or Russian languages
will be preferable.

Minimum General Experience: 15 Years
Minimum Specific Experience (relevant to assignment): 10 Years
