Objective and Purpose of the Assignment

• Knowledge and support TA 6994-REG: Water Organization Partnerships for Resilience (WOP4R) was approved on 12 October 2022 for $3 million and financed on a grant basis by ADB’s Technical Assistance Special Fund (TASF 7) and Japan Special Fund. The TA forms a subproject under an ongoing TA Cluster: Mainstreaming Water Resilience in Asia and the Pacific. The TA subproject has received additional funding of $1.25 million and extended its implementation until 31 December 2027. • The TA subprojects’ impact and outcome are aligned with those of the overall TA Cluster’s. The TA’s impact will be resilience in the water sector of Asia and the Pacific enhanced. The outcome will be resilient investments and policies in the water sector increased. The TA subproject is expected to deliver the following outputs: (i) capacity development for increased water resilience supported, and (ii) support for increased knowledge base on water resilience expanded.

Scope of Work

The WOP4R Logistics Coordinator will carry on day-to-day tasks to ensure smooth conduct of the activities and successful implementation of twinning partnerships. She/he will work closely with the WOP4R Focals.

Detailed Tasks and/or Expected Output

• Support the WOP4R focals in organizing the overall program of the twinning activities • Prepare, update and keep track of cost estimates for each twinning partnership • Create T-contracts to secure budget and facilitate cash advances for each twinning activity • Facilitate liquidation of expenses with the required supporting documents with Controllers Department • Assist the mentees and mentors in their logistical requirements in the field • Manage travel bookings, insurance and accommodation arrangements such as flight details using the most direct/cost efficient route per ADB travel policy, and visa requirements • Facilitate sourcing and contracting of suppliers and service providers for each twinning activity • Assist participants in preparing necessary ADB forms needed for travel documentation and visa applications and issue timely and relevant information to participants • Coordinate with partners on the ground on prospective hotel(s), transfers, to ensure smooth arrival of participants • Immediately address issues that may arise such as requests for reconfirmation or rebooking of flights and transfers • Assist in the liquidation of expenses; financial overviews and other support to involved analyst/s upon request • Wrap up pending concerns with various suppliers such as travel agencies, hotels and other providers • Assist in various WOP4R events e.g., closing ceremonies, workshops • Participate as a mission member in WOP4R official missions

Minimum Qualification Requirements

At least 5 years of experience in the water sector, and at least 5 years of project management. Previous twinning partnership experience would be an advantage.
