Objective and Purpose of the Assignment
![]() | The Asian Development Bank (ADB) is financing the Ebeye Water Supply and Sanitation Project under to improve access to safe, reliable, and sustainable water supply and sanitation services in Ebeye. The Project includes infrastructure rehabilitation and expansion, institutional capacity building, and community engagement activities. As the Project nears completion, it is essential to ensure that all outputs are delivered, compliance requirements are met, and the final Project Completion Report (PCR) is prepared in line with ADB guidelines. The Project Implementation Specialist (PIS) will provide technical, coordination, and monitoring support to the EA and Project Implementation Unit (PIU) to complete remaining implementation tasks and to compile and prepare the government PCR. ![]() |
Scope of Work
![]() | The PIS will support the EA in: • Ensuring smooth and timely completion of remaining project activities. • Coordinating with stakeholders to close contracts, finalize deliverables, and address pending issues. • Preparing, consolidating, and validating information for the ADB PCR in compliance with required templates and standards. ![]() |
Detailed Tasks and/or Expected Output
![]() | The Specialist will undertake, but not be limited to, the following tasks: A. Project Implementation Support 1. Assist the EA and PIU in completing any outstanding civil works, equipment delivery, commissioning, and final inspections. 2. Monitor contractor and consultant performance, ensuring all contractual obligations are fulfilled before contract closure. 3. Support in the resolution of remaining implementation issues, including contractual requirements. B. Procurement and Contract Closure 4. Ensure proper documentation and archiving of all procurement and contract management records. 5. Support the preparation of completion certificates, handover documents, and acceptance reports. C. Monitoring, Reporting, and Compliance 6. Track remaining project activities against agreed timelines and key performance indicators (KPIs). 7. Support with ADB’s reporting requirements and facilitate submission of any final reports (progress reports and safeguards monitoring reports). D. Project Completion Report (PCR) Preparation 8. Review ADB’s PCR guidelines and templates to ensure compliance. 9. Consolidate project data, including baseline and completion indicators, outputs achieved, gender and social inclusion results, and safeguard compliance. 10. Gather and verify information from contractors, consultants, PIU, and EA records. 11. Draft sections of the PCR, including: o Project description and rationale. o Outputs and outcomes achieved. o Implementation arrangements and performance. o Financial and economic analysis. o Lessons learned and recommendations. 12. Coordinate with ADB’s project team to review and finalize the PCR. 13. Prepare a presentation of the PCR findings for stakeholders, if required. F. Capacity Building 14. Document and share best practices to strengthen institutional capacity for future projects ![]() |
Minimum Qualification Requirements
![]() | – Bachelor’s degree in engineering, project management, or related field (Master’s preferred) – Minimum 10 years’ relevant experience – With ADB/MDB project completion experience and project completion report preparation experience. – Strong communication and analytical skills – Pacific region experience is an advantage |
