Assignment Title: Construction Supervision and Contract Management

The Socialist Republic of Viet Nam has received financing from the World Bank toward the cost of the Binh Duong Provinceās Water Environment Improvement Project, and intends to apply part of the proceeds for consulting services.
The consulting services (āthe Servicesā) include construction supervision and contract management for 16 civil works contracts involving wastewater treatment plant upgrades and sewage collection system expansions in three areas as follows:
– Project Area 1: Vinh Tan, Tan Khanh, Tan Uyen, Tan Hiep, and Binh Co wards, Ho Chi Minh City (previously part of Tan Uyen City, Binh Duong Province);
– Project Area 2: An Phu, Binh Hoa, Lai Thieu, Thuan An, and Thuan Giao wards, Ho Chi Minh City (previously part of Thuan An City, Binh Duong Province);
– Project Area 3: Dong Hoa, Di An, and Tan Äong Hiep wards, Ho Chi Minh City (previously part of Di An City, Binh Duong Province)
The services encompass mobilization, contract management, construction supervision, environmental and social monitoring, defects liability period oversight, and training on water quality management and operation/maintenance of wastewater facilities. The estimated level of effort is approximately 1158 professional staff-months, with an implementation period of 58 months, and the expected start date of the assignment is February 2026.

The Sewerage Project Management Unit of Binh Duong Province now invites eligible consulting firms (āConsultantsā) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
– Core business in construction supervision and contract management for infrastructure projects, preferably wastewater or water infrastructure projects, with at least 10 years in business.
– Relevant experience in supervising large-scale wastewater treatment and sewage collection and/or water infrastructure projects, preferably in urban settings, with at least one project of similar technical scope and complexity in the last 10 years.
– Sound technical and managerial capability to manage multiple civil works contracts simultaneously.
– Having experience with at least one international donor-financed projects. Specific experience with Multilateral Development Banks (MDB)-funded, especially World Bank funded projects is desirable and preferable.
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bankās āProcurement Regulations for IPF Borrowersā (āProcurement Regulationsā), setting forth the World Bankās policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Procurement Regulations.
