Job Description
Position Summary
Serve as the primary point of contact for all developer driven projects requiring water service, providing expert guidance and coordination throughout Denver Water’s Plan Review and approval process. Lead cross-functional collaboration with internal teams and external stakeholders, including distributors, developers, engineers, contractors, and municipal representatives—to ensure timely and compliant delivery of water plans. Interpret and apply Denver Water’s Operating Rules, Engineering Standards, and Capital Project Construction Standards to complex development scenarios, offering strategic recommendations and solutions.
Supervisory Responsibilities
This position does not have formal supervisory responsibilities over other employees.
Essential Duties and Responsibilities
- Initiates the review and approval process for water plans associated with new development projects.
- Coordinates with internal department sections and external professionals and agencies to ensure comprehensive plan evaluation.
- Oversees the routing and tracking of submitted plans across internal review disciplines, ensuring timely progress in accordance with established service level expectations. Proactively follows up with reviewers and stakeholders to resolve delays and maintain momentum.
- Identifies and addresses issues that may impact timelines or approvals, escalating concerns when necessary to ensure resolution.
- Serves as a project champion, bridging communication between design teams, contractors, and Denver Water’s internal review and inspection teams through project completion.
- Review and evaluate plan review inquiries submitted by external agencies and accurately determining which Denver Water requirements apply.
- Maintain contingent employee status with the City & County of Denver to access permitting systems and project files. Assess Sewer Usage and Drainage Permit plans for compliance and issue Denver Water approval stamps as authorized.
- Receive, analyze, and prepare written responses to requests for information regarding water availability.
- Explain the procedures of extensions to prospective customers. Assist in initial layout of proposed developments by advising developers of departmental requirements and coordinate plan review from initial submittal through final approval.
- Provide general information to the public regarding taps, charges, allocation, and restriction programs.
- Assist distributors in consolidation efforts and in enforcement of distributor rules and regulations.
- Coordinate meetings with owners/developers, engineers, contractors, and district representatives to assist with problem solving and alternate design solutions. Schedules and facilitates meetings with public and private entities to support collaboration and alignment.
- Represent Denver Water at various committee meetings inside department as well as in the public and private sector. Advise developers and other governmental agencies of Denver Water’s policies and requirements.
- Quote new tap fees and provides tap credit values on existing taps. Assist Tap Sales Representatives regarding tap sales processes. Process tap applications and invoices as needed.
- Compile tap and meter reports and calculate historical tap and water usage data utilizing various forms of media.
- Research and resolve special problems or customer inquiries using appropriate policies and procedures, codes, regulations, and standards. .
- Review and process distributor service area changes including exclusions and inclusions.
- Contribute to ongoing initiatives focused on enhancing operational efficiency and driving continuous improvement. Calculate Plan Review and Inspection fees for proposed projects. Create JDE invoice requests and ensure fees are collected.
- Proactively educate design teams on charges, programs, and any financial impacts a project may be impacted by.
- Perform related work as required.
