Assignment Title: Consultancy Services for National Flood Management for National Urban Flood Resilience Project (NUFReP)

The Ministry of National Development Planning/National Development Planning Agency has received financing from the World Bank toward the cost of National Urban Flood Resilience Project (NUFReP) and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include: (a) preparation of Terms of Reference (ToR) for strategic studies, FGDs, and workshops; (b) Inception Report; (c) Quarterly reports; (d) Annual/Final report; (f) Strategic study reports; (g) refinement and transformation of the National Program Blueprint into the National Program Guideline; (h) preparation of the Standard Operating Procedures (NSPK/Operations Manual) for the National Program; (i) legal drafting materials to support the adoption of the Program (Ministerial Decree) and preparatory materials for potential higher-level regulation; (j) communication and awareness materials and documentation (minutes/proceedings) of stakeholder engagements; and (k) day-to-day implementation support including coordination, procurement inputs, and environmental & social risk support in line with the Project’s ESMF, LARPF, and SEF.
The Ministry of National Development Planning/National Development Planning Agency now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- Experienced in flood risk management, urban resilience, climate change adaptation, or water resources management projects, once in the last 5 years.
- Experienced in policy advisory, institutional strengthening, and knowledge management in infrastructure or disaster risk management programs, once in the last 3 years.
- Preferably have experience in flood resilience-based projects/program funded by international Agency/Institutions, within the last 3 years.
Key Experts will not be evaluated at the shortlisting stage.
The financing for this procurement is charged to the National Urban Flood Resilience Project (NUFReP) under World Bank Loan IBRD No. 9459-ID, through the DIPA/ List of Budget Implementation Documents of the Directorate of Water Resources, Ministry of National Development Planning (Bappenas).
The attention of interested Consultants is drawn to paragraph 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrower [November, 2020], setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the World Bank Procurement Regulations for IPF Borrowers.
