Job Description
The CDM Smith International Development Group is seeking a senior level civil engineer to lead and manage the planning, design and procurement of the National Conveyor Project (NCP) Readiness Infrastructure. This transformative initiative includes more than 120 km of critical water pipelines (ranging in 700 to 1400 mm diameter), four new reservoirs and pump stations infrastructure to convey desalinated water from the NCP for distribution throughout the middle and northern governorates in Jordan. The ideal candidate will bring at least 15 years of experience in wet utilities design within the water sector, with a demonstrated ability to management complex projects and lead, mentor, and develop junior-middle level engineers as part of a high-performing team.
Key Responsibilities:
As a technical leader in the Jordan team, the Senior Water Civil Engineer will oversee the full lifecycle of the NCP infrastructure readiness program—from design and tendering through construction management—while fostering the growth and performance of a small engineering team.
Responsibilities include:
– Work collaboratively within a team of global professionals in designing water and wastewater projects throughout Jordan.
– Lead and manage a small multidisciplinary team in the design and delivery of water and wastewater infrastructure tasks and projects across Jordan.
– Provide day-to-day technical oversight, coaching, and performance feedback to mid-level and junior engineers, ensuring alignment with project goals and professional development standards.
– Prepare and monitor project schedules, documenting deviations and providing justifications as needed.
– Oversee data collection from site visits and other sources to inform design and planning decisions.
– Analyze complex datasets and previous reports to support engineering assessments and recommendations.
– Conduct hydraulic modeling and analysis using industry-standard software.
– Assess existing facilities and develop feasibility studies, preliminary concepts, and detailed designs.
– Supervise the preparation of tender documents and Bills of Quantities.
– Represent CDM Smith in client and stakeholder meetings, ensuring clear communication and alignment.
– Collaborate across global teams in a cross-cultural, multidisciplinary environment.
– Promote knowledge sharing and adherence to company best practices, compliance, ethics, and quality standards.
– Support business development efforts with technical input and proposal contributions.
– Assist the Project Management and Design Manager in overseeing internal and subcontractor deliverables.
– Coordinate with subcontractors and partners to implement capacity-building assignments.
– Manage administrative deliverables, including reporting, monitoring, evaluation and learning (MEL) requirements, and presentations for monthly ministerial meetings.
– Provide biweekly updates on scope and schedule progress for task leader meetings.
– Perform other duties as assigned by the supervisor.

Minimum Qualifications
– Bachelor’s degree in Civil, Environmental, or Mechanical Engineering or related discipline.
– 12 years of related experience.
– Proven expertise in designing and executing hydraulic models for water and wastewater systems.
– Proficiency in WaterGEMS, StormCAD, and spreadsheet-based sewer design tools; experience with these platforms is a strong asset.
– Demonstrated success in project management, including leading diverse, multidisciplinary teams and delivering complex infrastructure projects.
– Strong leadership and team management skills, with the ability to mentor mid-level/junior engineers and foster collaborative team environments.
– Excellent problem-solving abilities and keen attention to detail.
– Experience in the design of treatment plants and pumping stations is advantageous.
– Proficient in Civil 3D and hydraulic modeling software; GIS experience is a plus.
– Exceptional report writing and technical documentation skills.
– Solid understanding of contracts and contract management practices.
– Registered member of the Jordan Engineers Association.
– Strong communication skills with fluency in both English and Arabic (spoken, written, and reading).
– Must be a Jordanian citizen and legally authorized to work in Jordan.
Domestic and/or international travel may be required. The frequency of travel is contingent on specific duties, responsibilities, and the essential functions of the position, which may vary depending on workload and project demands. Equivalent additional directly related experience will be considered in lieu of a degree.
Preferred Qualifications
– 15+ years of experience in water pipeline design and hydraulic modeling desired
– Master’s degree in Civil Engineering preferred
– PMP certification preferred, or willingness to obtain certification within one year of project commencement.
– Proven experience on large, international donor-funded projects is desirable
