WaterAid India’s (WAI) country office is based in New Delhi with State Offices in Bengaluru, Bhopal, Bhubaneswar, Hyderabad, Lucknow, Patna and Raipur. We currently have a presence in ten states in the country.

WAI’s Programme focus in the next five years is on ensuring access to safe and assured drinking water in the households, as well as safely managed sanitation at both the household and habitation level. Further, we seek to ensure that anganwadi’s, schools and health care facilities have adequate and appropriate water, sanitation and hygiene infrastructure. Finally, we seek to create integrated water and sanitation solutions in small towns. In all of these efforts, ensuring climate resilience of infrastructure and systems is critical. We seek to do this through demonstration and the provision of technical and knowledge support to governments at all levels who can facilitate adoption on scale. About the Team

The Programme Monitoring, Evaluation and Learning (PMEL) unit in WAI provides assurance with regard to the quality of outputs and outcomes and is the custodian of the institutional memory of WAI. The PMEL team supports the collection, management, maintenance, usage, monitoring and evaluation of all programme level data and information. PMEL comprises of two major verticals:

  • Programme Management Information Systems (PMIS) 
  • Quality Assurance, Monitoring and Evaluation (QME) 

About the Role:

Under the general guidance of the Head of PMEL and direct supervision of the Programme Coordinator – Quality Assurance, Monitoring & Evaluation the incumbent will provide key support in shaping of the quality assurance, monitoring & evaluation and outcome measurement systems at WaterAid India/JSCF.

Key Roles and Responsibilities:

Quality Assurance of Programmes

  • Support the supervisor in developing and disseminating Standard Operating Plans (SOPs) for programme monitoring.
  • Conduct monitoring visits and ensure detailed reporting within defined timelines.
  • Conduct debriefing sessions post-monitoring visits and track compliance measures.
  • Support the supervisor in preparing the quarterly programme monitoring visit updates and reports.

Programme Evaluations

  • Support the national, state and district level programme teams in finalising the design, methodology, and tools for baseline, endline, and other evaluation studies.
  • Build capacity of the programme teams on measuring the quality of programme standards.
  • Ensure all datasets and evaluation reports go through rigorous quality checks.
  • Lead the preparation, maintenance, and dissemination of a centralised repository of study reports and evaluation updates.

Programme Outcome Measurement

  • Support the supervisor in the development and rollout of the outcome measurement framework across multiple themes in the WASH sector.
  • Support the rolling-out and monitoring of outcome tracking measures across states.
  • Analyse the data and findings of outcome tracking, prepare and present the infographics.
  • Document the learnings of outcome measurement pilots, impact evaluations etc. and create a knowledge base. 

Annual Planning and Budgeting Process

  • Provide support to programme teams in annual planning and budgeting processes in terms of development of logical framework, Plans and Budget templates, M&E frameworks and tools. 
  • Orient the programmes team on using the planning & budgeting frameworks and tools. 
  • Support in reviewing thevstate plans and budget, provide technical feedback, and ensure consolidation.
  • Coordinate with the PMIS Coordinator and MIS Officer to ensure all final plans are uploaded in the reporting system.

Common work, shared with other members of the PMEL team

  • Work closely with PMEL teams to achieve departmental deliveries as per the annual operating plan.
  • Capacity building of project teams and WAI staff (online/offline) on organisation standards and protocols, etc.
  • Provide ad-hoc support as and when required. 
  • Support any other function as assigned by the supervisor. 

Qualifications & Experience

  • Postgraduate degree in any field.
  • Minimum three years of experience in programme monitoring and evaluation.
  • Experience in the WASH sector is preferred.

Skills

  • Strong understanding of monitoring tools, indicators and evaluation methods. 
  • Experience in conducting field-level monitoring, assessments, and quality assurance checks.
  • Analytical thinking and a commitment to evidence-based approaches.
  • Proficiency in using MS Excel and data collection platforms (e.g. Kobo Toolbox, mWater).
  • Ability to analyse large data sets and prepare infographics. 
  • Willingness and ability to travel to field locations – villages and slums to collect primary data.
  • Willingness and curiosity to learn. 
  • Ability to work under limited guidance and with competing deadlines.
  • Strong interpersonal and coordination skills.
  • Excellent communication and presentation skills in English. Fluency in one or more Indian languages especially in Hindi, Bengali, Kannada, Telugu and Odia will be an added advantage.
  • Passion for improving WASH outcomes for vulnerable communities.
