The Government of the Republic of Angola (GoA) has received financing from the World Bank and the French Agency of Development (AFD) toward the cost of the Second Water Sector Institutional Development Project (WSIDP-2) and intends to apply part of the proceeds for consulting services.
The Financial Management and Contracts Unit (FCMU WB/AFD) intends to contract an Individual Consultant to Support on the Non-Revenue Water (NRW) Initial Assessment (including Evaluation and Classification) and the definition of short and medium term reduction action plan within the scope of Component 1 of PDISA 2.
The consultant will Define a methodology and planning for NRW assessments for 3 pre-identified groups of Water Utilities among the 18 Provincial Water Supply Utilities (PWSU). Conduct Evaluation of the NRW present status of each of the 18 Water Utilities following IWA water balance model, Definition NRW groups following the general assessment, and classification of each Water Company in terms of the current status of the NRW, Definition of the loss reduction and control strategy and action plan for each group and Provide all the inputs to the Water Regulator, IRSEA and support in the definition of the regulation strategy related to NRW.
The selected consultant should have the following requirements:
- Degree in hydraulic/civil/environmental engineering or related field(s). A master’s degree in a related field will be considered an added advantage.
- Proven experience of at least 15 years of experience in engineering work with a focus on water supply companies.
- Demonstrated experience of at least 10 years of practical knowledge and involvement in water loss management and reduction initiatives.
- Demonstrated experience with IWA water balance models
- Demonstrated experience as a key professional in at least three Water Loss Reduction initiatives in non-developed countries. Works performed in sub-Saharan African countries will be a differentiating factor.
- Computer skills, including software such as AutoCAD, QGIS, EPANET or similar.
- Good knowledge of Portuguese language and English.
The duration for the engagement will be a 1-year period with possibility for extension for 12 additional months upon satisfactory performance.

The Financial and Contract Management Unit (FCMU-WB/AFD) of the Ministry of Energy and Water (MINEA) now invites eligible individual consultants to indicate their interest in providing the services. Interested individual consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, etc.).
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bankâs âProcurement Regulations for IPF Borrowersâ July 2016, revised November 2017 (âProcurement Regulationsâ), setting forth the World Bankâs policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
