Key Responsibilities:

Technical Officer is responsible for providing all the technical inputs in designing, implementing and monitoring Community and school WASH projects in WASH Base Funding initiatives across World Vision Area Programs and outside locations  S/he maintains strong and regular engagement with WASH stakeholders and partners at provincial and district levels. The Technical Officer ensures adherence to technical and programmatic standards, oversees target setting and monitoring in collaboration with internal and external stakeholders, and guarantees the timely submission of all deliverables outlined in the WASH Business Plan. And responsible to develop the Technical  capacity of communities and school WASH water consumer Societies/clubs in maintaining and managing WASH facilities available in each community/Schools.

Major Responsibilities

  • Gather/review primary and secondary field data to support Water, sanitation and hygiene service planning, appropriate to the local Develop and maintain a detailed project schedule and work plan.
  • Monitor and support the planning process of community-facing staff, providing technical input and constructive feedback where appropriate 
  • Advocate and ensure that infrastructure designs incorporate behavior change, menstrual health and hygiene (MHH), gender equality and social inclusion (GESI) principles, and other cross-cutting themes
  • Ensure a participatory sanitation and hygiene infrastructure design process that involves a representative group of community members, including women and people with disabilities 
  • Ensure that all WASH project interventions adhere to WASH design standards as set by WVI and the government of Sri Lanka
  • Assist in contract management and procurement related documents for the WASH Projects following procurement and contracting protocol of WVL
  • Ensure that all suppliers and contractors are adhering to contracts and specifications given in the documents (BoQs, agreements etc.)
  • Ensure documentation of best practices/learning and provide up to date technical knowledge of sector interventions.
  • Advise to country WASH Base funding team and area programme on WASH project assessment, design, implementation, monitoring and evaluation related learnings and feedback in relevant to the assigned geographic area/ AP.
  • Identify training needs for staff, partners and private sector to inform technical training content, including possible training of businesses and village artisans on construction and maintenance of sanitation platforms and latrines
  • Provide technical leadership to the field mobilizers and the project team for capacity building of CBOs in coordination with the relevant government partners and resource persons

Required qualifications, experience & competencies

  • Civil engineering degree with 3 years experiences in site-supervision of construction related or other civil engineering projects or experience in WASH infrastructure installation (WASH sector experiences preferred).
  • Or Diploma in an engineering discipline (WASH engineering background or training is highly preferred) OR Certificates in engineering discipline, project management or any other relevant area 5 years experiences in site-supervision of construction related or other civil engineering projects or experience in WASH infrastructure installation
  • Well-developed written and oral communication skills in English, Sinhala and Tamil
