The WASH Officer will play a critical role in the implementation of planned water and sanitation interventions. The Officer will be responsible for the day-to-day implementation, coordination, and monitoring of project activities at the community level. The officer will work closely with local stakeholders and other partners to ensure the timely and quality delivery of project outputs.

Key Responsibilities:

Program Implementation and Technical Support

·         Coordinate the planning and implementation of WASH activities, including BoQs and technical specification documents preparation, along implementation monitoring and reporting.

·         Provide ongoing technical assistance to the local water and/or sanitation authorities, and the contractors, for the design and implementation of agreed activities.

·         Ensure timely and efficient implementation of WASH activities, in line with organizational guidelines and donor requirements.

Stakeholder Engagement and Coordination

·         Mobilize and engage local communities and stakeholders.

·         Liaise with local government authorities to obtain necessary project approvals and foster collaboration.

·         Represent the organization in local coordination forums related to water, sanitation, and hygiene.

·         Facilitate effective communication and coordination with community leaders, and groups.

Monitoring, Evaluation, and Reporting

In collaboration with the MEAL department,

·         Support the execution of needs assessments, baseline surveys, and monitoring of activities.

·         Collect and analyze field data to assess project outcomes and inform program improvements.

·         Conduct field visits and monitor WASH interventions implemented by the contractors

·         Prepare regular reports and updates on beneficiaries’ information, project progress, challenges, and successes.

Compliance and Accountability

·         Ensure adherence to internal policies, donor guidelines, and national regulations.

·         Promote transparency and accountability in all interactions with beneficiaries and stakeholders.

·         Ensure that complaints and feedback mechanisms are in place and functioning.

·         Ensure gender and inclusion considerations are integrated into project activities.

Context-related skills, knowledge, and experience:

·         Bachelor’s degree in engineering (Civil, Electrical, or Mechanical)

·         Minimum 5 years of experience in site monitoring for engineering projects

·         Minimum 3 years of experience in NGOs’ WASH projects

·         Previous experience in Solar system concept, design, and installation will be preferred

·         Ability to work under pressure and meet deadlines

·         Good command of the English language

·         Good IT skills (MS Office, AutoCAD, PVSyst)

·         Good report writing skills

·         Ability to apply logical and critical thinking

·         Good communication skills

Additional Information:

·         Contract period: Full-time, project-based

·         Duration: 6 months, with the possibility of renewal based on performance and funding

·         Salary: According to NCA’s salary scale

·         Duty station: Aleppo with regular field trips
