Introduction

The Wisconsin Department of Natural Resources (DNR) is hiring an Agriculture Wetland Mitigation Project Manager (Water Regulation & Zoning Specialist – Senior) in the Division of External Services.

This position could be stationed in any DNR Office in WI, depending on space availability and location of the selected candidate.

Remote work may be available for a portion of the work week, after the initial onboarding period.

This is a project position that will be expected to end in July 2029. Project positions are eligible for benefits including health insurance, but the incumbent does not attain permanent civil status.

This recruitment may also be used to fill future similar positions.

Position Summary

The Agriculture Wetland Mitigation Project Manager works with the Wisconsin Wetland Conservation Trust (WWCT) team and is responsible for administering an agricultural wetland mitigation banking program to offset impacts to the U.S. Department of Agriculture (USDA) Farm Bill designated wetland areas. Program operations will include using grant funds to restore, enhance, or establish wetland habitats, generate wetland mitigation bank credits, and coordinate with federal and local partners and producers.

Salary Information

Starting pay for this position is between $31.00 to $34.33 per hour (or $64,480 to $71,406.40 annually), in addition to excellent benefits.

This position is not represented by a collective bargaining unit. Pay on appointment will follow the provisions of the State of Wisconsin Compensation Plan.

This position is included in the classification Water Regulation & Zoning Specialist – Senior within pay schedule/range 15-03.

Remote Work: Based on an assessment of the goals and work activities, this position may be eligible for remote work. Project Position: Per s. 230.27(1m), Wis. Stats., individuals appointed to project positions must be Wisconsin residents. Project positions are temporary positions that provide benefits, typically last up to two years, and may be renewed depending on business needs. Individuals appointed to a project position are not placed on a probationary period. State employees who leave a permanent civil service position to move to a project position may have rights back to a position at a comparable level to the permanent position they left when the term of their project position has ended.

Travel: Travel throughout the state will be required, including some overnight stays and may require minimal out-of-state travel.

Qualifications

Required qualifications include professional experience with all of the following:

  • Wetland ecology and/or restoration, hydrology, or soil sciences
  • Working with a multi-disciplinary team
  • Communicating verbally and in writing, to both small and large groups (e.g., briefings, presentations, letter drafting, day-to-day communications, etc.)

Preferred qualifications include any experience with any of the following criteria:

  • Wetland compensatory mitigation processes and procedures
  • Wetland monitoring techniques
  • Interpreting regulatory guidance, statute, and/or administrative code
