We are hiring a WASH Sector Manager in Cambodia. The WASH Sector Manager supervises the water, sanitation, and hygiene (WASH) efforts across a range of both dedicated WASH projects and other projects with WASH components. Focuses on developing new initiatives, providing technical support across all projects, improving curriculum, troubleshooting, training, and capacity building of field staff. Is responsible for staying up to date on government WASH strategic plans and those of other stakeholders affecting Samaritans Purse projects. The overall goal is the advancement of WASH programming within the larger WASH context in Cambodia.

In the role of WASH Sector Manager, you will have the opportunity to:
- Maintain your personal relationship with Jesus Christ and be an effective witness for Him.
- Advise and guide the technical design, implementation, and evaluation of WASH projects, ensuring alignment with organizational goals, donor standards, and community needs.
- Conduct technical assessments and performance reviews of ongoing WASH initiatives, promoting consistency and quality across all interventions.
- Adapt existing WASH infrastructure designs to suit local contexts and continuously improve them based on field experience, user feedback, and emerging best practices.
- Lead WASH-specific training and capacity-building for program staff, strengthening their technical and operational expertise.
- Develop and promote both traditional and virtual platforms to share best practices, learning resources, and innovative tools that enhance staff performance.
- Foster a culture of continuous learning and mentorship among WASH teams to encourage innovation and collaboration.
- Collaborate regularly with Program Managers and field teams to exchange information, coordinate activities, and ensure WASH components are effectively integrated within broader programs.
- Work with Program Managers to ensure that WASH activities stay within approved work plans, budgets, and quality standards, while proactively managing scope, timelines, and risks.
- Coordinate with field staff to identify and address technical challenges, monitor progress through surveys and assessments, and provide technical backstopping when required.
- Research, test, and promote appropriate and sustainable WASH technologies for field implementation.
- Coordinate and promote events such as Global Handwashing Day, World Water Week, and other hygiene promotion campaigns.
- Represent Samaritans Purse Cambodia at WASH working groups, technical clusters, and donor coordination meetings. Actively pursue relevant grant and funding opportunities to strengthen WASH programming.
- Produce and review technical documentation, including grant proposals, reports, case studies, and other knowledge products related to WASH.
- Support the recruitment, orientation, and mentoring of WASH staff to ensure high professional and ethical standards.
- Directly supervise one (1) supervisory employee. Carry out supervisory responsibilities in accordance with Samaritans Purse policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Qualifications & Experience:
- Bachelors degree in water supply and sanitation engineering, hydraulic engineering, civil engineering, or related field and three (3) or more years of experience in similar WASH role; or equivalent combination of experience and education. Experience implementing a program in accordance with Samaritans Purse Project Management policies and procedures is preferred. Experience working in Southeast Asia is preferred. Monitoring and evaluation (M&E) and financial management experience is preferred. Proven international management and leadership experience is required. Twelve credit hours of college-level Biblical studies strongly preferred. Strong relational skills and financial management experience.
- Thorough knowledge WASH needs and appropriate interventions including water treatment and distribution systems, biosand filtration and construction, well drilling, sanitation marketing, hygiene education, and menstrual hygiene management
- Proficient in Auto CAD, EPANET 2, Microsoft Word, Excel, and Outlook
- Ability to coach and mentor others

Travel Expectations: Frequent day travel to project sites required. This position requires overnight domestic travel of approximately 50 days/year.
